Since in Islam, Muslims only bow to Allah/God, and not to any person or thing or creature.

In Pakistan, I believe it is inappropriate to shake hands with an unrelated girl/woman if you are a Muslim.

But if you are a non-Muslim, I am sure Pakistani women will understand.

Depends on the intentions. There is no offense and women will react according to their upbringing and sensibilities which in no means makes hand shaking a bad act .
However, since eve teasing is common in Pakistan there are women who are wary of it.

It is sad since the males in the south asian region and Muslim countries think women as their sovereign property, touching one even for a handshake will trigger their insecurity so fast that you will propably be lynched or worse.

The Pakistani women themselves would decline to have physical contact(such as a handshake) with strangers unless they really have to like in a professional setting or something. It has nothing to do with men forcing women...it is the culture. Something u as an Indian don't understand is women are also just as much part of a culture as men are. Men don't dictate cultural norms and practices. A culture arises from what a society(made up of men and women) perceives to be acceptable practices. So why don't u go learn and educate urself instead of showing ur ignorance here?

If it is a Muslim man in Pakistan, Pakistani women will not shake hands with him.
