F-16's would be on the edge of their range but would make it.
But it would be easier for a Mirage sq to go there..

I think unlike naval ships it would not be possible for PAF F 16s to visit SL, until or unless they fly to SL in the name of joint exercise.

As far as the flight time is concern it might take at the most an hour or so. But my guess as good as yours.

Unfortunately PAF F 16s cannot be air refuelled by IL 78 refuelers, only mirage Vs are equiped with this facility.

Referring to the question regarding India, the answer is "NO".
IAF's Sukhois, Mirages and Jaguars have deployed for overseas Exercises regularly. All of them can refuel from IAF's refuellers in AAR, btw.

PAF F-16s cannot reach sri lanka unless they can be refuelled. PAF lacks the capability.

India probably has agreement with Russia on what/where/how they can do with their Russian fighters.
Su-30 MKI's have gone against USAF F-15s/F-16s in America. The radars might be turned off.
