I know what nuclear conflict means. Pakistan cannot threaten to use nukes for every provocation. even China will throw you to the wolves. an isolated pakistan (like North Korea) is no position to do anything. you need petroluem, water, technology and capital goods. you depend on the whole world for survival. unless you want to commit suicide you have no options

Afghanistan isn't a problem here, they can't block water with few run of river dams. But they can divert water which will take decades if construction started now. But this will be considered act of war. They neither have means or balls to take on Pakistan head on.
