Only way I can rationalise it is this- availability. What kind of availability do these aged Russian birds offer? I can't imagine it's anything spectacular nothing like the 85-90% the IAF's C-130J fleet is able to deliver.
But availability of IAF's C130 actually can't be a reason for IN not to use the IL 38 from forwarded bases at A&N too and capability wise they should be more capable than the C130s in this role.
My guess would be interoperability issues with foreign forces as indischer said as well, another possibility would be plain show of action of IAF, they send the only bird that would be useful at all for such missions and that they had in their fleet.
