Most of indus basin area in India is occupied Kashmir.

Chenab flows through Hindu majority area of Jammu and originates in Hindu majority HP... Give Chenab water to India .... IWT should be amended and India gets 4 rivers and Pakistan 2 rivers....

Indus flows throgh Buddhist majority area of Leh Ladakh, Buddhist are our brothers... we want 50 % of Indus water...
you can take jhelum since it originates from muslim majority kashmir valley

India can utelize water of Pakistani rivers without stropping their flow. Like it can make electricity out of it, but creating a dam which is gated is violation of international treaty which India is a signatory of.

India cannot block Pakistan's water and expect nothing will happen. As Musharaf had put, India would provide 200 million people and they will come to India to satisfy their thirst with water and more.

What can Pakistan do ?

Dams by design are "gated" and India can, will and is building dams . Arbitrators in the IWT cases have repeatedly said that and there are absolutely no legal hurdles for India to do that . Also no one is stopping the flow . Its a dam not a diversion .

you are right, only issue is that dam height and amount of temp storage was changed. from 600mw its now producing 1800mw
so india can suddenly increase or decrease storage creating floods or dry spells if it want to(which it has historically in the past before indus accord)

solution on Pakistan side is to build your own dams

I don't know for sure if India is planning to use water as a weapon against Pakistan, but India should.

We should just scrap the IWT and ask Pakistan to come for fresh negotiations...If at all.
