Yes, there was no gate operators on duty unthinkable in a 1st world country. Police informed the company about oncoming water rush.

No gate Operator saved a few dollars for the company, but the Company lost $1.2 billion of construction costs.

It never happens in a 1st world country. A govt creates systems which are strictly enforced to be followed by the companies, a 24 hour vigilance.
