The Latest: Assad says Russia to draw down, not pull out


Syria's state news agency is quoting President Bashar Assad as saying that the Russian military will draw down its air force contingent from Syria but won't leave the country altogether.

State TV also quoted Assad a saying Russia will decrease its presence to levels "in line with the situation on the ground and the continuation of the cessation of hostilities.

Assad's remarks followed Vladimir Putin's announcement on Monday of a partial Russian pullout from Syria in support of ongoing peace talks.

Assad says the collaboration between Russian and Syrian forces has secured "victories against terrorism and returned security to the country."

Russia deployed its air force to Syria last September to prop up Assad's faltering government, which has been waging a five-year long war against internal opponents and jihadist militants.

Russian President Vladimir Putin has ordered the start of the pullout of the Russian military from Syria, starting Tuesday.

Putin said the move should help serve as a stimulus for Syria's political talks. The president said he coordinated the move with Syrian President Bashar Assad.

Putin said that the Russian airbase in Hemeimeem in Syria's coastal province of Latakia and a naval facility in the Syrian port of Tartous will continue to operate.

Russia says it has voiced concern about cease-fire violations by U.S.-backed rebels in Syria.

The Defense Ministry said Monday that the Russian military coordination center in Syria had a conference call with its U.S. counterpart in Amman about violations of the Russian and U.S. brokered truce by opposition units near Kafr Nabudah in Hama province.

It says militants in the area have been listed by the U.S. as abiding by the cease-fire.

The cease-fire that began on Feb. 27 has largely held, but both Syrian President Bashar Assad's government and its foes have accused one another of violations.

The Islamic State group and al-Qaida's branch in Syria, the Nusra Front, are excluded from the cease-fire, which is intended to bolster indirect Syrian peace talks that began Monday.

Residents say protesters have set fire to the security compound of an al-Qaida-linked group in northern Syria a day after the extremists swept through the town detaining U.S.-backed rebels.

An activist based in the northern town of Maaret al-Numan says the situation on Monday is "tense and boiling." He spoke on condition of anonymity for fear of being targeted by the extremist group.

In recent days the al-Qaida-affiliated Nusra Front has raided the bases of the Free Syrian Army's Division 13 and stolen weapons and vehicles acquired with U.S. support.

Division 13 enjoys widespread support in Maaret al-Numan.

U.N. agencies and key partners say they are starting to get basic supplies to besieged areas in Syria but haven't reached about 20 percent of those in urgent need and are "extremely concerned" about some 500,000 people.

They said in a joint statement Monday that since the beginning of the year the U.N. and its partners have reached over six million people with aid through regular deliveries and recent convoys to besieged towns.

But U.N. humanitarian chief Stephen O'Brien and 10 other signatories said not enough aid is getting through and medical supplies and equipment are still being removed at checkpoints, which is "unacceptable."

The head of the Syrian government delegation to the indirect peace talks in Geneva says his side's discussions with U.N. special envoy for Syria were "positive and constructive."

Bashar Ja'afari told reporters after the meeting with Staffan de Mistura as the talks resumed on Monday in Switzerland that the government delegation "submitted ideas and views" for a political solution to the crisis.

He says de Mistura will meet the representatives of the opposition on Tuesday and the government team again on Wednesday.

Ja'afari says his team wants "to negotiate as Syrians under Syrian leadership without foreign intervention and without preconditions."

He says any party that opposes this premise is "trying to sabotage this round." He was referring to the oppositions demands from the previous round that failed in early February, demands that had included an end to bombardment, release of detainees and the lifting of the siege by government troops on rebel-held areas across Syria.

Russia's Foreign Minister says federalization is one possible option in Syria if it is the will of the Syrian people.

Sergey Lavrov said Monday that Russia will support whatever solution the Syrian government and the opposition devise to end the country's war, including "any form (of government) whatever it may be called: federalization, decentralization, unitary state."

Speaking after a joint briefing on Monday in Moscow with his Tunisian counterpart, Lavrov also said countries should not launch attacks against terrorists in Libya without first receiving permission from the U.N. Security Council.

Lavrov said discussions about equipping Tunisian special forces in their fight against terrorism are ongoing.

The U.N. special envoy for Syria says a resumption of peace talks between government envoys and representatives of the opposition is a "moment of truth" and insists the "only Plan B available is return to war."

Staffan de Mistura spoke to reporters Monday moments before resuming "proximity talks" in Geneva, a month after suspending them in an upsurge in violence in Syria. The talks come as he said a "fragile" cease-fire has largely held since Feb. 27, and humanitarian aid deliveries have resumed in recent weeks.

Many observers say the peace talks are the best chance in years to end a war moving into its sixth year, leaving at least 250,000 people dead and forcing at least 11 million people to leave their homes — many abroad.

MOSCOW: Russian President Vladimir Putin said on Monday he was instructing his armed forces to start pulling out of Syria, over five months after he ordered the launch of a military operation that shored up his ally, Syrian President Bashar al-Assad.

Putin, at a meeting in the Kremlin with his defence and foreign ministers, said Russian military forces in Syria had largely fulfilled their objectives and ordered an intensification of Russia's diplomatic efforts to broker a peace deal in the country.

But the Russian leader signalled Moscow would keep a military presence: he did not give a deadline for the completion of the withdrawal and said Russian forces would stay on at the port of Tartous and at the Hmeymim airbase in Syria's Latakia province.

Kremlin spokesman Dmitry Peskov said Putin had telephoned Assad to inform him of the Russian decision.

The move was announced on the day United Nations-brokered talks between the warring sides in Syria resumed in Geneva.

“The effective work of our military created the conditions for the start of the peace process,” Putin said.

“I believe that the task put before the defence ministry and Russian armed forces has, on the whole, been fulfilled. With the participation of the Russian military... the Syrian armed forces and patriotic Syrian forces have been able to achieve a fundamental turnaround in the fight against international terrorism and have taken the initiative in almost all respects,” Putin said.

Questions remained about the practical implications of Putin's announcement. It was not clear if Russian air strikes would stop. Russia will retain the capability to launch them, from the base in Latakia province.

Through its intervention in Syria, Putin has restored Russia status as a major international player capable of exerting its influence far from its borders, and forced the United States to reckon with Moscow's interests.

Fundamental turnaround
“The effective work of our military created the conditions for the start of the peace process,” Putin said at the Kremlin meeting.

“With the participation of the Russian military ... the Syrian armed forces and patriotic Syrian forces have been able to achieve a fundamental turnaround in the fight against international terrorism and have taken the initiative in almost all respects,” Putin said.

“I am therefore ordering the defence minister, from tomorrow, to start the withdrawal of the main part of our military contingent from the Syrian Arab Republic.”

By signalling the start of a withdrawal, Russia is likely to soothe tense relations with the United States, which has accused the Kremlin of inflaming the Syrian conflict and pursuing its own narrow interests.

“I think we did it to show the Americans that we do not have military ambitions and don't need unnecessary wars,” said Ivan Konovalov, director of the Center for Strategic Trend Studies in Moscow.

“They have been accusing us of all kinds of things and this is a good way of showing them they are wrong.”

Russia has said it was in Syria to fight Islamist terror groups, but a large part of its air strikes were on anti-Assad groups which Washington and its allies designate as moderate opposition groups.

MOSCOW, March 14 (Reuters) - Russian President Vladimir Putin on Monday ordered his military to start the withdrawal of the main part of Russia's forces from Syria, saying that the Russian military intervention had largely achieved its objectives.

Putin, at a meeting in the Kremlin with his defence and foreign ministers, said the pullout should start from Tuesday. He also ordered that Russia intensify its role in the peace process to end the conflict in Syria.

Lol Russia kind of achieved part of its objectives which is to show its still a force to be reckoned with who can still project power/have a constant presence far from its neighbourhood, like U.S, France, U.K .
It has also reaffirmed its intention to keep its crucial naval base of tartrus giving it access to the Mediterranean sea,black sea where it can secure its interests and counter British, U.S naval /military bases in the region if necessary, and also deter Turkeys control of bosphurus.
Its an interesting game taking place in the region. HOWEVER carrying on the war in Syria inland is also costly to Russia considering our sanctions and low oil price. Reason they seem to be drawing down their troops/presence in the country. But I think they will maintain their military base in the country.

The question of what did Russia achieve is obvious, once you think about it. They probably got concessions out of the US and its allies, which was their entire goal to begin with.

As I've said many times, the Russians don't give a crap about Assad. He was a tool, a means to an end, nothing more.

What were the concessions? One can only guess, but id wager that it involved their continued presence in Syria (their military base) and probably Ukraine ad well.

To me, this is a Russian victory, because now, they won't have to worry about who'll win the war. It's also a big blow to Assad.
Sry but i dont see any concessions that Russia archieved against west, Syria is at the beginning of the Russian operations again, lets see if SAA is gonna be able to hold the captured areas.
The Russian base was not questioned to begin with so no archievement there either.
As for Ukraine, the only concession they could have archieved was removing of sanctions or recognizing Crimea as part of Russia which also didnt happen and the Ukraine question is still not solved while Russian economy is taking a nose dive.

Seeing how Russia was bombing grain silos and claiming it was isis oil or carpet bombing of areas told me already that this operation was bound to fail.
The reason why Russia is pulling out is because they cant fund the operation any longer if you ask me.

without a large ground force and effective support from artillery and the air support the SAA can't do it alone.

Sure but the war isnt over yet, time is gonna show how well Russia can protect Assad, there are still rebell pockets all over the map and the territory gained by SAA is also quite limited though.

Latakia heights are very strategic and are the key to Jisr Al shoghour and dozens of villages in Al Ghab plain .

Advances in north Aleppo was also very strategic , The supply route in Aleppo was cut and the terrorists lost their strength and capability to threaten Aleppo from the north . It also freed thousands of Shia forces in Nuble and Zahra who can participate in offensive operations .

Overall , The liberated lands might be small and limited but are more important than villages and towns in plain areas .

So today we woke up to the news that crude has surrendered $40 because after getting all countries to freeze / limit production, the only country to refute this deal was Iran. I personally think, Russia has punished Iran now to fund the entire war themselves because Russia cant absorb these war costs if oil remains under $40. Iran made a fundamental mistake here.

I said it before, Russia is impoverished and can't sustain lengthy operations, at least not on the level of USA or Saudi Arabia. I wan't to see Syrian faces now, especially the ones who doubted Saudi achievements in Yemen. At least we sustained consistent pressure that culminated in liberation of most of Yemeni lands and the surrender and submission of the Houthis.

Poor poor Russia and their nut huggers.

:lol: I have to congratulate you, the bright future for your country is the sustained for next decade military campaign in Yemen and barking towards Assad for much longer period :lol:
