Respectfully by that logic of proximity and borders even Russia should be eligible for EU. Now of-course the official version is Russia doesn't want to join EU but they have to say that to save face as Copenhagen criteria is especially targeted to exclude Russia from EU membership despite support of major EU countries like Italy behind Russian membership of EU.

China is not a part of South Asia.
Interested nations can form a separate block with China if they want too.Even Mayanmar is not a part of SAARC even though it does share border with India..but it comes South East Asia and not South Asia.

Like it or not SAARC does revolve around India.
Indian economy is 80% of the economy of entire SAARC region.
Officially India is the only country that shares border with all SAARC nations (except the island nations).
