Here's how it works
The ISI hears that some guy is on his way from Afghanistan out to kill people, they know who is handlng it and what possible timeframe we are looking it.

They don't know which entry they will use, what exact time and day and what route will they take to get to their target.

That information is sent to the ctd, police and other LE. These LE's then try to decide where to use their VERY limited resources to allocate.l check points and carry out extra security at what are potentially hundreds of targets and hundreds of routes to each target

Based on pure probability, someone always sneaks through

I'm fully aware of what ISI is responsible for and how they have failed us over and over again. By the time, someone puts on the jacket, ISI has already failed in doing its job. By that point, it's too late.

It amazes me that no one raises a finger on the multiple intelligence agencies operating in the country and what they are, actually, good for.

Intelligence agencies are for reporting a threat not acting on it. They've reported many threats but if the government doesn't do anything then its not their problem. They've reported threats prior to February 13.

In Sehwan there were only TWO police standing guarding. Even AFTER the recent blasts. But yea lets blame ISI for not doing anything about it. Laughable.

This cancer will keep growing until we don't realize, a successful operation needs to be done with working together.
We are NOT on same page. Many of you might disagree with me. But the reality is we are not tackling down the problem with sitting together on one table. And planning the solution out.
Pakistan is in emergency situation and it is the right time, all the institutions think above the reputation and name of their institution. It is the time to think for PAKISTAN AND PAKISTANIS.
Having said that, civilians can play a major role too. There's no trend of reporting suspicious activities we see around us. We need to educate and encourage people about it.
This terror problem is a cancer and cancer requires painful chemotherapy are we ready for it?

ISI fails because of lack of Civil Gov backing of overseas ops. It has been domesticated following Mumbai attacks. Internal counter terrorism should ideally be IBs domain and CTD. There should be overhaul of IB with removal from political control. Actually 90% of Pakistans problems will go away if FBR, NAB, IB , FIA are de politicised.
