They have access to plenty of funds from the west
and are indulging in conversions

There are no identified cases of forced conversion. While coercion has been alleged, what is more definite is that inducements are on offer. Pretty much what Christian missionaries have been doing. Which is why almost no action can be taken against Hindu groups involved except to try & charge them with a more general "disturbing the peace", something that many Christian & Muslim groups are wary about because they know it will be used against them too.

There are no real takers for "conversions " in the wider Hindu society. Nor are the organisers of these "ghar wapsi" really interested in conversions. The tactic is to push for a debate and hopefully get an anti-conversion law which would regulate conversions wherein the individuals would have to file a legal affidavit. The idea is to get the authorities to take action against them knowing that opens the door for similar charges against other religious groups when they proselytize.
