13-hour bomb belt drama in Dubai ends as woman turns herself over to police

Thirteen hours after stepping into the Dubai Public Prosecution building with her son and what she claimed to be explosives, the Uzbeki woman turn herself in to police.

Officials at the scene would not comment on the matter, but one high ranking officer would only say that they were able to remove the supposed explosive belt.

Dubai Police later announced through their twitter account that the situation came to peaceful conclusion and that the belt did not contain any explosives.

Deputy Chief of Dubai Police, Maj Gen Khamis Al Muzaina and his negotiation team spent a grueling 12 hours in talks before managing to bring a peaceful end to the situation.

Police confirmed that the woman was taken into custody, but the fate of the child remained unclear.

The woman, in her late thirties, is involved in a domestic dispute over the paternity of her son. She is known to prosecutors and had visited the building several times before. Her husband, a Syrian expatriate, is in custody in Dubai Central Prison in connection with a financial case.

The drama began a few minutes after noon when the woman, dressed in a niqab and accompanied by her young son, approached the reception desk in the prosecution offices and spoke to a staff member in Arabic.

The woman opened her abaya, while holding what a witness described as a device like a detonator attached by a wire to her belt, which was loaded with "heavy looking items".

As occupants began to flee the building hundreds of police, Civil Defence, ambulance, and rescue personnel cordoned off the area around the complex in Bur Dubai and bystanders were ushered away. Six police sniffer dogs checked vehicles in the building’s employee and visitors car parks.

The deputy chief of Dubai Police, Maj Gen Khamis Al Muzaina, began negotiating with the woman at about 1pm.

She also asked for her lawyer, Muna Jumaa, which Dubai Police said was “an indication that the situation will end soon”.

It seems the woman had expected to hold out for a long period as police officers said she had brought her own food and drinks with.

Both the Public Prosecution building and the Dubai Courts building nearby were evacuated by Dubai police and the surrounding area placed under security lockdown. The ordeal came to an end at 1:15am Monday morning.

A police source said the woman demanded that her husband be released from custody.

She also asked to talk to a high-ranking official who could help her to solve the problem of her son, who has no documented father. She said she was involved in a court case with her husband to prove his fatherhood.

The Dubai government said last night: “Preliminary assessment of the incident shows that the woman resorted to this extreme action in an attempt to attract attention and win sympathy that may help her put an end to this family dispute.

Dubai Police stressed that all necessary precautions have been taken and they are negotiating with the woman to guarantee her safety and the safety of her child and prevent any uncalculated reactions that would cause harm.”

Expat threatens suicide bombing at Dubai Public Prosecution

Woman wearing bomb belt at Dubai Public Prosecution has surrendered, been arrested

A mother wearing a belt of explosives who threatened to blow herself up in the Dubai Public Prosecution building has surrendered and has been arrested.

The arrest, made by Dubai Police at 1.20am on Monday morning, brought to an end a 13 hour stand-off during which the Uzbek woman demanded her five-year-old son, who was with her, be registered in the name of his father who is in Dubai Central Jail.

The 32-year-old woman entered the building at 12.15pm on Sunday when the Public Prosecution was crowded with people. She was wearing a black abaya and shayla over her clothes and carried all her meals. She entered the reception of the building and said something in broken Arabic which was unclear. The woman removed her abaya and showed the belt of explosives. The woman then threatened to detonate the explosives if her demands were not met as her son stood beside her. She kept her black bag next to her.

Police said employees and people panicked and fled. The Public Prosecution building and the adjacent Dubai Courts were evacuated and police cordoned off the area as a team of negotiators plotted their next steps. They eventually managed to get the woman to surrender and hand over the explosives. Never before has such an incident happened in the emirate.

The woman, reportedly speaking in Russian, said she wanted to meet His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, and describe her plight.

Police officials said the woman is an illegal resident and has been living in Dubai for 10 years. Officials said her son is also an illegal resident and does not have a passport.

The woman has been a regular visitor to the Public Prosecution complaining about family problems with her husband in jail. There is no information yet on why her husband is in jail and what trouble the woman was having in her family. The woman’s lawyer said the husband had financial trouble.

Major General Khamis Mattar Al Mazeina, Acting Chief of Dubai Police, headed the team of negotiators. Explosives experts and civil defence teams were stationed at the Public Prosecution building. More than 20 police cars were deployed.

Police officials said she had a remote control in her hand with a thumb on one button. From time to time, she threatened to press the button. Major General Mazeina accompanied by two women were standing in front of her. Three Uzbek men were said to be talking to her over the phone to make her see sense. Later at night Dubai Police served the woman and her child food.

Uzbek threatening to blow herself up: Stand-off ends peacefully

The belt, woman was wearing at Public Prosecution building, was not an explosive one: Dubai Media Office

The stand-off between an Uzbek woman who walked into the Dubai Public Prosecution premises accompanied by her child, claiming she was carrying an explosive belt, and the Dubai Police, has been resolved peacefully.

The Dubai Police said on Sunday that the woman threatened to blow herself up if she doesn’t receive help to resolve a personal dispute over proving fatherhood of her child.

According to a latest Dubai Government Media Office update: “The stand-off at Dubai Public Prosecution building was brought to an end peacefully.”

“The belt the woman was wearing at the building wasn't explosive one. Similar wires that the woman claimed to be explosive belt were found at her home and found to be normal after explosives experts' examination.

“A team of four security personnel led the negotiation that ended the stand-off peacefully,” the update stated.

Earlier, Dubai Police had immediately evacuated the building and the surrounding area taking all precautionary measures to secure the place and ensure the safety of all individuals who were in the vicinity of the building.

A team of negotiators took over communication with the Uzbek woman to look into her demand and secure a peaceful end to the incident.

Preliminary assessment of the incident had shown that the woman resorted to this extreme action in an attempt to attract attention and win sympathy that may help her put an end to this family dispute.

Dubai Police yesterday stressed that all necessary precautions were taken to guarantee the safety of the woman and her child and prevent any uncalculated reactions that would cause harm.

From this at least the stereotyping of GCC Arabs is being rectified. They are trained to handle these kinds of issues in a professional way. They attend world class trainings and they do a good job in real life scenario.
