Turn it around, why does IN have to do the same as USN? IN was interested in Flanker size heavy carrier fighters before and they will be for Pak Fa / FGFA again.
Compared to the other MMRCA it is heavy class, while Rafale is a real medium class fighter comparable to F16IN.

Not really, because USN has totally different operational aims than IN got, or do you think IN also wants that many aircraft carriers?
INs main aims are securing our coast lines and the Indian Ocean, while projecting power to other regions around the world has no major point, except with China in mind. So only because USN is going for F18SH and F35, it doesn't mean IN has to do the same and frankly, I think Rafale and naval FGFA would be the better combo anyway.

That's what you claim, but there is not a single source that proves that the fully capable Growlers are on offer for India! Boeing said only that they would like to offer a Growler lite and that is nothing special anymore.

Growler lite:

The repackaged EA-18G Growler would be delivered without its ITT ALQ-99 radar jamming pods and interference cancellation system, says Rick Martin, Boeing's EA-18G programme manager.

Instead, it would carry a variety of signals intelligence and surveillance sensors, including Northrop Grumman's ALQ-218(V)2 radio frequency receiver and Raytheon's ALQ-227 communication countermeasures set for electronic surveillance, he says.

Raytheon's APG-79 active electronically scanned array radar, which can be upgraded for jamming against X-band emitters, would also be part of the package, Martin says, and the sensor suite could be used to geo-locate emitters ranging from fire control radars to mobile phones.

So what's left is not electronic attack anymore, but increased situational awareness mainly, by ESM, RF receivers and other sensors and that is what SPECTRA EWS pretty muchs offers now, in any version of Rafale.
Dassault is said to develop a dedicated EW version too, but unless it isn't developed, or there is any official source that says the US gov offers Growlers for us, both companies offers the same capabilities here. As I said, FGFA and Rafale would be the way better combo, be it for IAF, or IN.


Btw, as long as the Rafale is not fielded in BVR against the F22 we don't know what he can do, but neither doe the US want to show F22s full stealth performance to foreign countries, nor want the French to show full SPECTRA capabilities.
