Three CRPF jawans were injured, one of them critically, when a shell of an Under Barrel Grenade Launcher (UBGL) exploded at a paramilitary camp in district in on Wednesday, police said.

The incident took place in the morning at the camp of 111th battalion of the Central Reserve Police Force (CRPF) when the jawans were being issued arms and ammunition for the anti-Maoists operation duty, Deputy Inspector General of Police (south range) told PTI.

“As per preliminary information, three constables identified as S Sornapalan, M Gyan Shekharan and Ram Singh, belonging to CRPF’s 111th battalion sustained injuries after the shell of an UBGL (fitted with automatic rifles) exploded,” he said.

Soon after the incident, the injured jawans were rushed to a local hospital, where the condition of Sornapalan was said to be critical, he said. PTI

The actual target of Tuesday’s Maoists attack was the district superintendent of police and the Maoists blew up the anti-landmine vehicle presuming the officer was travelling in it, police officials said on Wednesday.

”The main target was SP Sukma Abhishek Meena and ASP Suman Saurabh. Both had a narrow escape as they had passed by the same spot just 10 minutes earlier. They (Maoists) thought the SP would be in the heavy vehicle hence they targeted it,” said Inspector General of Police .

There were 10 CRPF jawans in the anti-landmine vehicle. Three of them were returning from leave and were going to camp while the others were returning from patrol on Tuesday.

Police officials claimed that the attack was planned and executed by 26-year-old Maoist commander and his team. 26-year-old Maoist commander was also reported to be behind the April 2017 attack in which 25 CRPF troopers were killed and dozen others injured.

“This is the main area of the battalion headed by 26-year-old Maoist commander and they want to target something big to stop the road construction work going on in the area. They are rattled because road connectivity is enabling the forces to enter the core area of Maoists activities ,” The IG said.

At ground zero, the impact of the mine blast and then attacks by Lathod guns were visible even 24 hours after the attack. The mangled remains of the vehicle was still smouldering on Wednesday afternoon and the pieces of the debris could be found nearly 100 meters away from the blast crater.

Police said the Maoists had planned the operation meticulously to cause maximum casualties.

Soon after the mine blast ripped apart the vehicle, the Maoists closed in on the spot and started firing on the surviving troopers from behind the cover of trees, the police said.

“There were more than 150 Maoists and it seems that they had planned this ambush about a week ago. Over 50 kilograms of explosives were planted and triggered by a remote device. They had made markings on the trees to accurately target the vehicle and were also perched on tree tops,” said a CRPF officer involved in collecting evidences from the spot and did not wish to be named.

The CRPF officials said the Maoists wanted to send two signals through this attack. First, that they still dominate the area despite the CRPF camp set up in a small tribal village , where the Maoists had organised a women’s day function in 2015. Second, that they will not allow road construction in the area as the road on which the attack happened was being meant to provide better connectivity for the forces.

On Wednesday morning more than 500 personnel of the CRPF and district police cordoned off the whole area and started combing operations with the help of drone cameras. “We have detained more than a dozen people in connection with the attack and their interrogation is going on,” the IG said.

The Intelligence Bureau, in the first week of March, had sent an advisory to the security forces in region, warning them of a possible attack on the road where nine CRPF men were killed in a blast on Tuesday.

This input specifically mentioned battalion one of The People’s Liberation Guerrilla Army (PLGA) planning a major assault in south region. PLGA is the armed wing of the banned Communist Party of India (Maoist).

While agencies regularly dispatch inputs on Maoist movement and communication to concerned authorities, officials from the CRPF and ministry of home affairs believe Tuesday’s attack, besides being a retaliation to sustained counter insurgency operations tri junction Inter state, was part of a new strategy of Maoists’ tactical counter offensive campaign or TCOC.

A senior paramilitary officer said under the TCOC, left-wing insurgents tend to carry out attacks between April and July every year. “One of the reasons for this is increased visibility in forest areas after the winters. However, in meetings convened by senior Maoist leaders, it has been decided that the TCOC will be carried out from January to June,” the officer said.

Officials also believe that over 150 armed cadres of PLGA were involved in a major gun battle with security forces the same morning and a small contingent of the Maoist group planted the 80-100kg improvised explosive device (IED) that claimed the lives of nine CRPF troopers.

“While the CRPF sent an advisory three weeks ago warning of an attack, the IB too communicated to the troops to be prepared for a Maoist ambush,” said a senior government official on the condition of anonymity.

Government on Wednesday named a senior IAS official to inquire into circumstances leading to deaths of 11 persons in an attack by Maoists.

Meanwhile a report said heavy rains had completely doused the fire after efforts to contain its spread using water dumped by helicopters had come to nought.

The inquiry officer has been tasked with submitting a report to the government within two months, along with recommendations to avoid such incidents in future, a March 13 Government Order said.

On 11 March, while returning to plains, heavy firing engulfed the hills, killing 11 of them.

Over a dozen persons, including three children, who sustained burns,were rescued by personnel of multiple agencies like commandos, police, fire and rescue and forest personnel.

Four IAF helicopters were used for the rescue operations.

After the mishap, Chief Minister said a probe would be held into the incident and said the adivasis had not taken permission to climb up the hills to protect themselves from Maoists.

Arunachal Pradesh has became the fourth state to prescribe death penalty for those convicted of raping girls under 12 years.

The 60-member State Assembly on Friday passed the Criminal Laws (Arunachal Pradesh) Amendment Bill 2018 for “dealing with an iron hand” any form of violence against women and children. The Pema Khandu government in the State has been pushing this bill for quite some time.

“This is a historic legislation that will go a long way in checking crimes against women and children,” the Chief Minister, Mr. Khandu, said.

The bill seeks to amend, among others, section 354, 354 (B), 354 (D) of Indian Penal Code for harsher punishment for outraging the modesty of women by adding 7-10 years to existing provisions for imprisonment and increasing fine up to Rs 1-lakh.

The bill also provides for amendment to Protection of Children from Sexual Offences Act, Indian Evidence Act and Code of Criminal Procedure as consequential legislation.

On March 3, troopers of Central Reserve Police Force’s COBRA battalion recovered a carbine, a .315 rifle and a few hand grenades from the cadres of the Maoist group, People’s Liberation Guerrilla Army (PGLA).

Security forces know that the trove unearthed then and in follow-up raids in the next week would bring them face-to-face with more than just arms and ammunition — the raids would give the force a peek into the left-wing insurgents’ technologically savvy operations and digital findings of the kind not seen before. In the mix of the items confiscated were two Samsung tablets, five ICOM walkie talkie sets, 14 cellphones, uncovering of a propaganda website suspected to be based out. a computer programme that uses satellite images to bring access to any geographical location down to your fingertips.

“They (the Maoists) have begun to record their meetings. The videos are forwarded and shared across their armed network. The tablets consist of a trove of phone numbers of the cadres, their handlers and overground workers,” a senior CRPF official said, requesting not to be identified. The digital tablets are currently in possession of the police, which is investigating its contents.

“Maoists are using Google Earth for navigation as it does not maintain a log of areas navigated by them like other software such as Maverick. The cadres are intentionally using Google tools so that in case they are caught, they can conceal their movements,” said an intelligence official, who also did not want to be named. There is, however, a major challenge — poor network connectivity in their regions.

“We have credible inputs that the cadres come down to the railway junctions, such as the one in Giridih, for better internet connectivity, make notes and head back,” the official said.

Maoists have also taken to holding people’s court where cadres resolve local disputes and give out “punishments” to individuals who went against them, which could include locals, the CRPF official cited above said, adding that these meetings are recorded and then used as “propaganda material”.Maoists have also been understood to have taken tips from BTech students belonging to area command.

While it can be argued that Google Earth is far from being a sophisticated tool to display Maoists’ technological prowess, there is something else that the investigative agencies are looking into to determine the insurgents’ media outreach not only in India but abroad — the website suspected to have an IP address originating from the Netherlands.

Officials say that the use of technology to propagate the extremist ideas was first learned about when banned Maoist literature was found on the website. The use of internet for propaganda decreased in 2015 after the arrest of one of the most-wanted Maoist leaders but the usage witnessed an uptick in 2017 with several materials found on the website.

Internal security expert Ajai Sahni said while Maoists using internet is something that needed to be looked into, it was attacks like the one , where an IED blast on March 13 killed nine CRPF men, which must be avoided as these incidents give the cadres “more firepower and confidence” to launch similar attacks. “The source of the problem has to be neutrialised,” Sahni said.

While officials have not connected the incident to the developments in Tri Inter State junction, they are not ruling out the action as fallout of the central government’s crackdown. “They are certainly ratted after the causalities they suffered in the past two weeks. We won’t budge,” said home ministry’s senior security advisor K Vijay Kumar.

Technology adequate to tackle such dangers, says Home Ministry

The Home Ministry has told a parliamentary panel that forces were “unable to detect deep planted mines” with the technology presently available in the areas affected by Left Wing Extremism (LWE).

On March 13, nine CRPF jawans were killed , when a mine protected vehicle they were travelling in was blown up by triggering an Improvised Explosive Device (IED).

Devices no use
The IED was planted deep under the road and security forces could not detect the explosives with the search devices available with them.

The Committee of Estimates headed by senior BJP leader Murli Manohar Joshi tabled the report, ‘Central armed police forces and internal security challenges - evaluation and response mechanism’, in Parliament on Monday.

Changing plans
A representative of the Home Ministry, while presenting evidence before the Estimates Committee on violence in LWE-affected States, told the panel, “Presently, we are able to detect deep planted mines through technology. They [extremists] also keep changing their modus operandi but despite that considerable recoveries are made with intelligence and technical help.”

The representative added, “We had employed Army officers both for training as well as for operations. But the main point is that if we consider this month, only three blasts have taken place before detection. In two such cases, we were using sniffer dogs. Earlier the practice was that button was pressed to detonate. Thereafter, blast used to take place after personnel put their feet on the mine. Today, it is happening that while marching when our clothes are stuck in mines which activate it and the blasts take place. They keep changing their modus operandi very frequently and we are trying to be one step ahead of them,” the report said.

The committee said that it had been informed about the biggest challenge in LWE areas. “Besides, a lot of casualty of security forces in LWE affected areas are taking place due to non-availability of technology to detect the deeply planted mines. The committee desires to take up the matter with the research organisations concerned like DRDO to counter the threats posed by Maoists,” the committee said.

The Home Ministry informed the Lok Sabha on Tuesday that it had sanctioned 157 MPVs for Central armed police forces (CAPF) to be procured from the Ordnance Factory Board in three years.

“Out of the 157 sanctioned MPVs, 13 have been supplied by OFB to CAPFs so far. The Ministry of Home Affairs has requested the Defence Ministry and OFB to expedite the supply,” Minister of State Hansraj Gangaram Ahir told the Lok Sabha in a written reply.

‘A category’ commander led a series of attacks on security forces .

Home Ministry officials said on Thursday that the death of top Maoist commander would impact the activities of left wing extremists, in core area of operation.

Top Maoist commander is reported to have died of a heart attack on Wednesday, police said. “The news of death has been confirmed by the State agencies. He was a senior functionary of the Maoists and we are waiting for a direct confirmation,” said R.R Bhatnagar, DG, CRPF.

The CRPF is one of the main central forces deployed to aid the State government in anti-Maoist operations.

Travelled on horse

An official said top Maoist commander was in his 50s and died in the jungles, bordering state border.

Top Maoist commander was engaged in a turf war along with another Maoist leader, who moved to core area operation about two years ago and was learnt to have been siphoning off money from the party fund, the official said.

The ‘A category’ most wanted Maoist leader was a member of the central committee of the banned Maoist and carried a reward of ₹1.5 crore on his head, declared by the police forces . An official said that the Maoist leader had led a series of attacks on security forces in the State.

Top Maoist commander hailed from bordering country and was active in districts of Red Corridor . The forces had reported seeing top Maoist commander moving in the area and other jungle patches in the State for years. He had escaped from security forces several times by a whisker.

Seven Maoists were arrested in district on Sunday in connection with the Improvised Explosive Device blast targetting an anti-landmine vehicle of the CRPF earlier this month that left nine troopers dead, a senior police officer said.

According to Deputy Inspector General of Police, Bastar, P. Sundarrajan, the insurgents were arrested in an operation launched by the STF, CRPF and the Cobra Battalion on Saturday.

Mr. Sundarrajan said that they were convinced the seven Maoists were responsible for the March 13 blast.

Four District Reserve Guard jawans were injured in an IED blast, suspected to be carried out by the Naxals, in a forest in district today, the police said.

Four District Reserve Guard (DRG) police constables were injured in an IED (Improvised Explosive Device) explosion triggered by the Maoists in district of south on Saturday.

“The IED explosion took place in area under police station limits . The injured constables have been airlifted to Raipur for treatment,” D. Ravishankar, the Superintendent of Police (SP) posted in Chhattisgarh police’s Anti-Naxal Operation (ANO) unit said.

The incident took place when the DRG team was returning after carrying out a search operation in the area.

In a separate incident, the Maoists killed a former Maoist in district of Maharashtra.

“The Maoists killed Talwarshingh Madavi at village in division last night. Talwarsingh was sleeping at his home when 20 to 25 armed Maoists entered his home and forcibly took him along with them. His dead body was found on road today morning,” Gadchiroli district police said in a press statement.

Mr. Madavi, a resident of village in division of the district, had surrendered to the police in 2013 after working in the Maoist movement for some years.

“Until 2015, he stayed in district headquarters. In 2015, he shifted to village along with his family and was living a peaceful life. But the Maoists could not tolerate it and killed him brutally,” the police statement added.

In another incident, five inmates managed to escape from the district jail in Maoist-insurgency hit district of South on Saturday morning. The police managed to nab four of them, however, the fifth inmate could not be tracked down until Saturday evening.

An Army officer and two militants were injured in an encounter between a joint Army-police team and underground group NDFB (Songbijit) in Darrang district of lower Assam today, police sources said.

Acting on a tip-off on the presence of insurgents at Borjhar under Dhola police station, an operation was conducted. The militants opened fire at the security forces which also retaliated and an Army captain as well as two NDFB(S) ultras were injured in the exchange of fire, the sources said.

The officer, identified as Captain Prabhakar, suffered injuries on his hands and was given initial treatment, said the doctors treating him at a government hospital in Mongoldoi town.

He has been referred to Gauhati Medical College Hospital for advanced treatment, they said,

The two injured militants, identified as Marcus Basumatary and Simon Baglari, were out of danger, the doctors said. A handmade rifle with 15 live cartridges and some documents were recovered from the ultras, police said.

The National Investigation Agency (NIA) has arrested three senior Nagaland government officials in connection with its probe into alleged funding of terror groups such as the NSCN-K by defrauding the state exchequer, the agency said.

Director of the Directorate of Agriculture G Ikuto Zhimomi, executive engineer in the Directorate of Rural Development Ketouzo Peseyie and divisional accounts officer of the Directorate of Urban Development Sangtemchuba have been arrested from Dimapur, an NIA spokesperson said.

The three officers were posted in Kohima and will be produced before a special court on Monday, he said.

The case pertains to allegations of large-scale extortion and illegal tax collection on behalf of the banned terrorist organisation National Socialist Council of Nagaland (Khaplang) from various government organisations and others in Dimapur and Kohima.

The NIA said this illegal activity was being carried out under the directions of the self-styled Brigadier Isac Sumi of NSCN-K and other senior cadres of the outfit.

These officials, the spokesperson said, in their official capacity provided substantial amount to NSCN-K by way of contributing government funds to the banned outfit, thereby supporting it in its unlawful activities.

"The officials were arrested for paying huge amount of money to various underground factions such as NSCN-K, NSCN-R, Federal Government of Nagaland (FGN), Naga National Council (NNC) and others from 2012-2016," the spokesperson said.

"The facts were revealed during the scrutiny of the official documents including demand letters and payment receipts which were seized during the search operation carried out at 13 government offices in January last year," he said.

The agency had also arrested two NSCN-K cadres in this case earlier.

The documents seized from the accused and their interrogation revealed the involvement of the government officials in paying large sums of money to the tune of crores to the various terrorist factions, the spokesperson said.

THE LETTERS carry no addresses. Most don’t even have names, for those would be a giveaway. Some may have already been delivered. Others perhaps en route, in the complex, hand-to-hand postal system that is the medium of communication for Maoists in the jungles . It is difficult to tell. But all these letters, recovered by the Police after exchanges of fire, tell stories — of increasing police and government influence in some areas; promises to intensify Maoist military and political schooling; of consolation, solace and loneliness.

In January this year, teams from the Police were on an intelligence-based operation in area of district, at the confluence of tri Inter state junction districts. Senior police officials told The Indian Express that they came across a small hill, where they found a Maoist hideout. “In truth, we did not expect to find them there, but it was clearly a hideout. Both sides spotted each other, and there was exchange of fire, but the Maoists fled,” said a senior official. But what was important was what they left behind.

Police found signs of the presence of Maoist commander . Maoist commander has earned himself a fearsome reputation, and is ‘deputy commander’ of ‘battalion number 1’, headed by Hidma. Carrying a Rs 30 lakh bounty on his head across two states, his profile, in the Police records, says, “jhuk kar chalta hai, baye bhuja mein goli lagne ka nishan hai, subah pratidin vyayam karta hai (walks with a stoop, has a bullet injury on his left arm, exercises every morning)”, and the crucial, “ghatna ki planning karne mein tej hai (is proficient at planning attacks)”.

Much of what the police found at the makeshift camp was not out of the ordinary, such as daily use material and wire. But they also found a small bag containing letters which they believe to be Maoist commander. “Some of these letters have status reports from various places. So they were either marked to Maoist commander, or he could be sending it to the higher-ups or other Central Committee members hiding ,” said a senior official.

One letter, written to a “Comrade ”, notes the government’s push inside the AOB division of the Maoists, as well as the upcoming elections in 2019. “There are serious problems in the AOB division. Every day, the search operations by the police are increasing. They are catching hold of the public and beating them up. The situation right now is very dire. There are elections in 2019 so the government wants to finish Maoism everywhere. That is why we will study the principles of MLM (Marxism-Leninism-Maoism) well, and however difficult the problem is, we will take it to the party and try and solve it. We will pay attention to the political military school and try and learn. I am also trying to learn these things, Comrade ,” says the letter, which identifies the writer only as a member of the “supply unit” of the AOB division.

Another letter, addressed to “Comrade”, also speaks of the difficulties in the division in district, saying the ‘party’ members in villages were finding it difficult to work, but were attempting to “despite the difficulties”.

A four-line letter, addressed to Comrade, reads, “I am writing you a short letter. Could not find mobile batteries. Will get it on Saturday and will send it to you with a letter. Sending Rs 900 and supplies with senior. As I finish my letter, with a revolutionary salute, Lal Salaam. Comrade family.”

Senior police officials said even letters as short as these are often revealing, giving information on the name of the supplier. “Also, for instance, there are two possible reasons Comrade wants a mobile battery. One is that perhaps even senior cadre are now using these phones, or the second is that these batteries, as we have known, are being used in improvised explosive devices. Both constitute valuable intelligence,” said a senior official.

The woman Maoist killed in an encounter with police in XYZ district yesterday was carrying a reward of Rs 4 lakh on her head, police said today.

The deceased, identified oday, was a resident of village in XYZ district, a police official said.

She had eight serious cases pending against her, he said, adding that had been working with Maoist company no. 4 before she was transferred to platoon no. 3 recently.

The encounter took place around 3.30 pm yesterday when a team of the anti-Naxal C-60 commando force came under fire in forest area while conducting a combing operation.

After the ultras retreated, police found a woman's body, who was today identified along with a rifle and some explosive material.

Operations in forests to halt for 7 days to facilitate surrender of Maoists

Operations against Maoists in forest areas of district will be temporarily halted from Thursday to facilitate them to surrender, Superintendent of Police (SP), Kanwar Vishal Singh said.

Combing and all forms counter-insurgency operations both by state and central forces will remain suspended only in the district’s dense forests for a week, he said.

However, the SP said operations along roads in rural areas will continue during the period.

“The decision has been taken to facilitate the Maoists to surrender and join mainstream,” he said.

“We appeal to misguided youths to lay down their arms and be a part in nation building. The Maoists who surrender will be provided all facilities as per the government’s surrender policy,” Singh said.

Security forces have intensified combing operations in places near roads in Maoist-hit areas and around camps set up for deployment of the forces, he said, adding that vulnerable areas were being closely monitored.

Shortly after the police decided to suspend operations, posters were found in area on Wednesday urging Maoists to surrender.

The posters in the name of “Yubak Jagaran Samiti” urged the Maoists to surrender and avail the benefits under the surrender policy, police said.

The posters also appealed to the police to stop combing operation by the BSF and the CRPF and its elite anti-Maoist force CoBRA so that the ultras could surrender without any fear.

Meanwhile, police said efforts were on to trace the people who were responsible for putting up the posters.

On March 25, four women Maoists were killed in an encounter with security forces at Ghat under the police limits in the district.

Rape case in Meghalaya

In 2017, the police recorded 238 cases of rapes, including two of gang-rape. There were 137 other cases that included assault on women with intent to outrage her modesty, and cruelty by husbands or relatives.

The year also saw 298 cases registered under the POCSO Act, though some of them involved boys.

Five Maoists and 18 supporters, including five women,have surrendered in insurgency-hit district, police said on Sunday.

They turned themselves in before police and Indo Tibetan Border Police (ITBP) officials at police station here on Saturday, Superintendent of Police told PTI.

The five Maoists were active as jan-militia members of the proscribed outfit while the remaining were supporters, he added.

They were associated with the Maoist movement for a long time and were tasked with arranging meetings and food for Maoists, putting up pamphlets, posters and banners, collecting information besides planting IEDs (improvised explosive devices) to target security forces, he said.

“Those who surrendered were in contact with police for the past one year and were willing to come to back to the mainstream. After noticing their activities and willingness to quit the outlawed movement to lead a normal life, their surrender was accepted,” he said.

Police said that those who have surrendered have given statements that they were frustrated with the exploitation, violence and atrocities perpetrated in the name of the Maoist movement.

They also told police that they wanted to see development in the area, the SP added.

Theywill be provided assistance according to the surrender and rehabilitation policy of the state government, he added.
