Manipur fake encounter cases: SC directs SIT to lodge 30 more FIRs by Jan 31
CBI’s SIT has registered 12 FIRs till date. SC had on July 14, 2017 set up an SIT comprising five CBI officers and ordered registration of FIRs and probe into the alleged extra-judicial killings in Manipur.

The Supreme Court on Tuesday came down heavily on the CBI’s SIT, probing alleged extra-judicial killings and fake encounters by the Army, Assam Rifles and police in insurgency-hit Manipur, for not registering the required number of FIRs as directed by it earlier.
The apex court directed the Special Investigation Team (SIT) to lodge 30 more FIRs on or before January 31 this year, after the SIT informed it that it has registered 12 FIRs till date.
A bench comprising justices Madan B Lokur and U U lalit directed the probe team to complete by February 28 this year, its investigation into 12 cases lodged by them and file the final reports before the concerned court.
The bench, which perused the first status report filed by the SIT, posed searching questions to it.
The bench asked as to why all the FIRs have not been registered yet despite its July 14 order last year.
It directed that all the subsequent status reports, to be filed before it by the SIT, should have the approval of the CBI director.
The bench also asked the CBI director to monitor the progress in the investigation and posted the matter for further hearing on March 12.
The apex court had earlier said it appeared that matters related to the probe into alleged fake encounters in Manipur were not being taken up seriously by the SIT.
The top court had on July 14 last year set up an SIT comprising five CBI officers and ordered registration of FIRs and probe into the alleged extra-judicial killings in Manipur.
It had asked the CBI director to nominate a team of five officers for the SIT to lodge the necessary FIRs and complete the investigation into alleged fake encounters by December 31 last year.
The apex court, which is hearing a PIL seeking probe into 1,528 alleged extra-judicial killings, had in July last year ordered registration of an FIR in 81 cases.
These cases include 32 probed by a Commission of Enquiry, 32 cases investigated by judicial enquiries and high courts, 11 cases in which compensation has been awarded by the National Human Rights Commission (NHRC) and six cases probed by a commission headed by former Supreme Court judge Justice Santosh Hegde.

Seeking its revival by targeting the disadvantaged groups, the outlawed Communist Party (Maoist) has instigated people and pitted various communities against each other in the last four months, according to an intelligence report submitted . The outfit has organised at least 23 meetings in various parts in the same period.
The report pointed out that the Maoists were responsible for stoking violence earlier in the month, in the state.
The report was given to the police five days before the violence. A senior IPS officer said Maoist sympathisers targeted mostly youth. “The group fuelled hatred between Indians to push their anti-state ideologies,” said the officer.
Under the 50th anniversary of Great Proletarian Cultural Revolution, the group released Maoist literature.
”We have to mobilise Dalits, Adivasis, religious minorities and democratic forces against Fascism and form a united front at various levels,” read a bulletin which was circulated among people.
Another document chastised well-off castes for demanding reservations in jobs and employment and blames the government for its ‘anti-farmer’ policies.
Custody of 7 suspected CPI (Maoist) members extended
The sessions court on Tuesday extended police custody till January 22 of seven people arrested by the ATS over suspicion of being members of the banned outfit Communist Party (Maoist). The ATS had on Saturday arrested Krushna . The arrest led the ATS to arrest six others. On Tuesday, the prosecution told the court the accused were planning to do “something.” However, the agency did not reveal the exact nature of the alleged conspiracy, but said they need to further probe them. The ATS also said they need to translate and decipher the literature recovered from Krushna.

Armed insurgents set fire to nine crude oil carrying tankers at Namsik area in Jagun near Assam-Arunachal Pradesh boundary at Tinsukia district of eastern Assam on Tuesday night.
The DG of Assam Police, Mukesh Sahay suspected hands of Naga rebel group NSCN-K in the incident.
Police quoting tanker drivers who stood witness to the incident, said a group of armed militants who looked like tribal waylaid the 10 tankers that were carrying oil from Kharsang oil field in Arunachal Pradesh at Namsik in Jagun and forced the drivers and helpers of the vehicles out at gun point and set fire to the tankers pouring petrol.
The insurgents warned that it was a consequence of plying tankers without paying ‘tax’ and next time such tankers would be burnt along with the inmates.
The area is a stronghold of Naga rebel group NSCN-K and United Liberation Front of Assam (Independent).
The terror-struck drivers and helpers of the tankers have demanded heavy security escort through the route in future if they were to ply crude oil carrying tankers along it.
