That's not how you judge culture, it's judged by the prevalence of said action between a group and the societal view towards it.

Committing a crime in one country, and then a different country, doesn't turn it into culture. It just means you're more prone to committing that crime than other groups.

Now when that same crime is seen as normal and the society is widely insensitive towards it, doesn't take it seriously or normalises it, or it becomes an unspoken/hidden norm - then it becomes culture.
