I was not questioning the source of notification, undoubtedly it got issued from the right Place... Me too tried to inculcate the same thing to the fella who thought it was the Government of Pakistan who was behaving like bla bla.

The decision was taken several months ago; the official notification took some time to get out.

BTW, the phrase "is pleased to" is a colonial leftover from British times still ingrained in our official correspondence.
