Purpose of dialogue is not need. It's about bilateral relationship between two neighbors.

I will reiterate a principle throughout history, the winning side always got to decide the terms of a ceasefire, look it up anywhere, even in world war 2 and 1. The ceasefire agreement in 1965 War advantaged neither and had very mutual terms beneficial for both; that should tell you something about the war.
