You are not thinking my friend. Who wants to visit a jail, even for fun? Do you know how it un-nerves foreigners when they see gun-toting guards, policemen, rangers, etc...? We are conditioned to think that seeing armed men gives a feeling of security, but regular folks take that as a sign or trouble - why have armed personnel openly carrying arms? To them it means that something is wrong.
So, do not just be hung up on security. Pakistan's severest challenge is low HDI & poor economy. This is entirely due to security-centered thinking. We invested resources in security, not development of people & economy. Therefore, the narrative war is important & it is fought with allies. Tourists are allies when they go & talk about their good experiences.
You really need to expand your mental horizons & not get hung up on tit-for-tat zero-sum games.
