based on experience - mainly European helicopters, I believe overhaul time is no an issue, as maintenance can be implemented accordingly to manufacturer requirements.
All Russian helicopters developed in the field were thought to be operated nearly without maintenance, for eventually face a war against the West.. in a short period of time. The development took place during the earliest period of Cold war..!!!
Modern helicopter have both life limited components and on condition changes, which make high standards in inspections a requirements.
For any operator, including government, maintenance costs are paramount, therefore military must operate as civil helicopter operation does, using preventive and progressive maintenance as often as possible, which improve a lot the availability percentage. This is in fact the real goal, isnt'it
