Beijing now spotlights $1.0b Teesta project

.
This project includes 115 km River dredging ,reservoir, 115 km embankment and develop of satellite cities and 115 km road to be built on top of the embankment.
So, please tell me with so many things included in the project, how much water is available to irrigate winter crops including rice, and how many millions of acres can be irrigated in winter?

BD has issue with India because India is giving us only about 3,000 cft/sec (assumed) water in winter. Are you sure this big project guarantees water from some other sources?

This project was never about water security. But to protect people on the river banks. And there was also no mention of reservoir or barrage in the project video. Maybe authorities will add it along the way

Yours is anew definition of Teesta project. If you are right why then BD govt always cries for water from India?

Does not the GoB threats India that unless it receives water in quantity, it will ask China to build the project? Now, you have unsure of this project benefits and have changed its definition conveniently.

I have not read any such thing from any govt authority so far. If you find one, please do not forget to share it with us. Your personal definition has no value.

Taming the Teesta

Last July, the Ministry of Water Resources sought a USD 983 million loan from China to implement the “Teesta River Comprehensive Management and Restoration project’”, in a letter to Bangladesh’s Economic Relations Division.

The Bangladesh government will bear 15% of total project cost (about USD 130 million) and the rest will come a Chinese loan.

The river is braided – a network of small channels and islands – created by the vast amounts of sediment carried down from the Himalayas every year, which builds up on the riverbed. This causes frequent floods and severe river bank erosion during the monsoon, while the basin faces water shortages during the dry season.

Every year, thousands of people lose their lands, homesteads and livelihoods.

The Bangladesh Water Development Board and Power Construction Corporation of China (Power China), a state-owned enterprise, signed a non-binding memorandum of understanding for this project on 28 September 2016.

Since then, Power China has submitted a masterplan and a feasibility study for the project. The summary of the preliminary project proposal attached with the letter, describes its scope.

The plan is to build over 100km of embankments along both sides of the river, from upstream of the Teesta barrage near the border with India to the confluence with the Brahmaputra.

The project includes engineering measures to protect the riverbanks and prevent erosion by building groynes, cross bars and levees.

It will also involve dredging and deepening the Teesta to improve navigability.

These measures will stabilise the movement of the river and force its flow into a narrower main channel, say the project report and a promotional video. It also aims to increase water availability by building a network of canals and ponds to store monsoon rains for the dry season.

Dredged material will be used to reclaim land. Roads, satellite towns and industrial parks will be built along the riverbanks, including garment-processing factories and fertiliser plants.

The Teesta irrigation project

Bangladesh’s Ministry of Water Resources hopes the project will improve agricultural output in the Teesta River basin.

“If we can implement the project, a vast area on the Bangladesh side can be supplied with water during the crisis season,” senior secretary Anwar told the local media.

Currently, the northern parts of Bangladesh face severe water crisis for at least two months a year because of low water flow in the Teesta. Most of the 111,000 hectares of irrigable land in the Teesta basin in Bangladesh is uncultivable during this period due to lack of water. In 2013-14 only 35% of the total irrigable area was cultivated.

In 1997, water flow of the Teesta in Bangladesh was nearly 6,500 cusecs during dry season. But in 2006, its flow fell to 1,348 cusec and in 2016 during the dry period it was only 300 cusecs.

The preliminary proposal says the project will mitigate social and environmental impact, restore ecosystems and promote local socio-economic development. But there are no details.

Project proponents say it will boost the local economy and promote green development. Last month, Power China signed an EPC contract to develop 500 MW of solar and wind energy in Bangladesh, the largest ever addition of renewable capacity in the country.

Hindutva fool just does not get it, not his fault probably, just does not have the intelligence.

That 100s of km of dredging itself will increase water retention capacity is beyond him. He has been told many times by many people that the plan will include ponds and reservoir to hold water during high flows in winter to be used during summer for irrigation and maintain navigability. In addition the river would be narrowed and land reclaimed. What is not to get is inexplicable but the world class genius might have his own reasons mired as he is in his hindutva idiology and desire to maintain indian sword of damocles over BD.

What is hilarious is he posts news of the project himself that answers his retarded questions and then disownes them in his next hissy fit.... what we are seeing is advancing senility..

The level of river dredging done in Bangladesh is unseen in India, they never spent the money.

Look at how Farakka is causing flooding upriver in Bihar and neither that Bimaru state nor any state upstream (UP) will do any dredging, neither on the Ganga itself, nor any of its tributaries......

Here is river Capital dredging and excavation project going on in 30 smaller rivers in Bangladesh - the scale is unmatched by far in any Indian state, Primary rivers are Madhumati, Surma, Kushiyara, Dhaleshwari, Doodhkumar etc.

Actually my definition of teesta project is the correct one. And just because we're implementing this project doesn't mean we're gonna lose the privilege of fair water sharing treaty.

This project was never in substitute of water sharing treaty, it also doesn't mean that we're gonna stop this project if water sharing treaty is signed. I am not unsure of anything, this project's main cause always has been dredging and strengthening river banks. I think it's you who is misinformed about the project details.

Govt didn't share any details till now except telling financial terms were being discussed with china. The only official detail we have is the feasibility study video ( which will be reviewed from our side again)

Preserving water is one of the component of the project as discussed in various article but how not much detail is shared. Beside what you have said Bangladesh government is creating an alternative to preserve water if India don’t share water. But you are right that doing this project doesn’t mean Bangladesh is abandoning water sharing agreement with India.

I never said govt is creating alternative to preserve water. I said maybe they are condering it ( cause it's been mentioned in various articles). So it is a possibility. But I would keep my expectations low for that cause the articles can be misleading sometimes

You are wrong. Preserving water is one of the major component of the project.

What shall be done under the Teesta Project

Under the Teesta Project, massive drainage work will be done along the 115 miles the Teesta runs inside the Bangladesh border. Through this, the depth of the mid-river bed will be considerably enhanced. Through massive drainage work many a river on the two sides of the Teesta will be restored and river training will be done. Huge cultivable land in the process will be brought under regular cultivation. A 115-kilometre four-lane road will be constructed alongside both banks of the river. At various points, a number of barrage-cum-roads will be constructed to improve the communication system of the two banks of the mighty river.

Alongside, big reservoirs will be constructed to conserve huge surplus water that flows through the river every monsoon season which will be used to develop irrigation systems on both banks of the river to irrigate crop fields during the dry season.
Industrial zones will be created on both banks of the Teesta. Attractive urbanization facilities will be developed to initiate an industrial revolution in the northern region of the country leading to huge job creation and the region will turn into an industrial city and an economic hub of the country.

Once implemented, the huge Teesta Barrage Project will be able to bring about an epoch-making change in the life of the people of the most poverty-stricken north-western districts of the country.

Repeated flooding in the Teesta during monsoon months causes immense sufferings to the people of the northern districts and the north-western region of the country every year.

On the other hand, during the dry season the people live like they are in a desert land for want of water. This happens due to withdrawal of water upstream at Gojoldoba in West Bengal.

The Teesta Barrage Project will have to be implemented in the interest of our nation, even if the Teesta water sharing treaty is signed with India. As a result of signing the Teesta Water Pact we may get some water in the dry season but there will be no guarantee that there will be no flooding during the monsoon months. So it is necessary to implement the Teesta Project in the interest of the country in general and increasing the facilities for our people and raising their income in particular.

From BD prespective there is full demand that india lives up to the deal they have signed.

This project is complementary to the deal.

Teesta will be straightened, made deeper and narrower. Ponds and reserves will capture and retain water during winter months that will not be allowed to flow out.

In summer navigability will be maintained using much less water where the reserves will compensate for loss of flow. The reserves will also ensure steady flow for water for irrigation in the reclaimed river bed and beyond.

The proposal is straightforward.... technically not so and environmental impact unknown .... but on paper perfectly logical and this has been done globally in places.

Beijing now spotlights $1.0b Teesta project

BD-China joint economic cooperation meet ahead

Beijing now spotlights $1.0b Teesta project

The much-talked-about multipurpose project on Teesta river management is now considered a priority one by China and the authorities in Beijing are tasked with its evaluation, competent sources said.

Bangladesh has sought US$938.27 million in loan from China to implement the Teesta River Comprehensive Management and Restoration project, which reportedly causes unease to India.

The project's feasibility study had been completed by Power Construction Corporation of China (Powerchina) two years ago and the works would start after the signing of the loan agreement, officials said.

Bangladesh, two years back, mooted a proposal for implementing the one-billion-dollar project under Chinese funding as the water-sharing treaty on this fourth-largest trans-boundary river with neighbouring India "could not be materialised despite a decade-long wait".

The Teesta project was not included in the 27 projects for which MoU was signed under a line of credit between the two countries during Chinese President Xi Jinping's Bangladesh visit in 2016.

It was incorporated later through replacing another project, the sources said, adding that "delay in the signing of the Teesta water-sharing deal prompted Bangladesh to go for this ambitious but essential project".

In a recent meeting held between Bangladesh and China, the Chinese side informed the Bangladesh side that two projects, including the Teesta river project, was being considered by them as priority projects, officials concerned told the FE.

The other one is the Sewage Collection System under Dasherkandi STP catchment of Dhaka City Project, they added.

Under the Teesta Project, massive drainage work will be done along the 115 miles of Teesta runs inside the Bangladesh border to deepen the depth of the mid-river bed.

A 115-kilometre four-lane road will be constructed along both banks of the river, officials said, adding that at various points barrage-cum-road will be constructed to improve the communications system around the two banks of the mighty river.

"A big reservoir will be constructed to conserve huge surplus water that flows through the river every monsoon to ensure water supply for irrigation during the dry season," says one official.

The major features of the megaproject are: 108-kilometre river dredging, 173km river embankments on both sides, construction of satellite cities on both banks, and preservation of asset worth BDT1130 billion.

Implementation of the project is projected to create around 800,000 jobs, said Water Development Board officials involved with the project

Originating in Sikkim and entering Bangladesh through Lalmonirhat, the 315-kilometre-long river travels 153 kilometres through half a dozen other northern districts, including Rangpur, Gaibandha, Nilphamari and Kurigram, before merging with the Jamuna at Fulchhari.

Meanwhile, both Bangladesh and China have decided to hold the 15th meeting of the Joint Economic Commission sometime this year in virtual format -- after a gap of five years.

The last such meeting was held in 2016 in Dhaka. A Chinese minister will lead the Chinese delegation in the meeting, sources said.

Sorry to say that your assertion is completely wrong. Water cannot be retained inside the dredged Teesta unless a Barrage is built at its mouth with the Brahmaputra.

You certainly have no technical knowledge. This faulty project will only make Indian govt and civil engineers very happy. India will not have to provide additional water. And Teesta will remain as dry as it is now.

Even the present Barrage was built in the wrong location. It should have been built downstream at the mouth of Teesta. It was built to irrigate farmlands, but since it is in the wrong place 95 km upstream , therefore, it has little capacity to retain the raintime water to irrigate farmlands.

Similar thing will happen again. However, with other provisions, the flow will no more erode the banks.

It is just a Beautification project, same as before. Don’t send many more newspaper reports. Better you ask your govt to provide another Barrage downstream.

Teesta barrage was built for flood control not for retaining water that’s why it is placed where it is now. Teesta barrage technical details by Bangladesh Water Development Board.

Plus why do you think ponds and reservoirs won’t be able to retain water for winter season?

Whatever our GOBET Water Development Board engineers define a barrage, it always serves the purpose of retaining water inside the barrage with the help of two dikes. Even with no high dikes it can retain water but the volume is smaller than if the dikes are high.

The other side is automatically blocked because water cannot go upward. In the case of Teesta, the other side is near Sikkim which lies in a higher land. No way, water goes up against the force of gravity. And the three sides retain the water.
