As for terrorism, you should realize that it is India that has announced its state policy to be terrorism. India has been using terrorists against all its perceived rivals, for decades, before it was in the form of Mukti Bahinis and LTTEs, and now it is BLA and various other groups of scum.
As long as India continues to use these, Pakistan will respond in whichever way it can - whether that be reciprocating in kind or in different ways. India will not get stable strategic relations as long as India continues to use non-state actors.
For now, Pakistan is focused on defending and developing the country while India is doing its best to sabotage it.

We can say the exact same - that our support to proxies was in response to India using proxies to oppress Kashmiris and deny them the right to self-determination. The Kashmiris themselves revolted against their Maharaja; Pakistan only helped them after India ''helped'' the Maharaja by taking over and sending troops.Our response to using non-state actors was in response to Pakistan using tribals non-state actors in Kashmir right from get go in 1948..
