Ex-police officer spills the beans on Gujarat riots

* Says BJP’s Hindutva mascot CM Narendra Modi was involved in high-level conspiracy against Muslim minority

NEW DELHI: A retired top Indian police officer has thrown new light on the 2002 anti-Muslim genocide in western state of Gujarat. In a lengthy letter to the Supreme Court-appointed Special Investigation Team (SIT) headed by former Central Bureau of Investigation (CBI) chief RK Raghavan, Jaspal Singh, also a former minister has asked for a probe into official records of communications and meetings.

He said these would establish BJP’s Hindutva mascot Chief Minister Narendra Modi’s hand in the anti-Muslim riots. Singh has also demanded interrogation of Modi on what instructions he gave during the riots and subsequently and whether he noticed any acts of omission or commission by the officers, and if so, what action he had initiated to correct the system and discipline those who flouted their duties. Since government functionaries who collaborated in executing the anti-minority violence would refuse to provide relevant evidence, Jaspal Singh wants the SIT to run through documentary evidences on government and police records and then confront them with forensic tests.

He says such a probe would bring out that “the mayhem in Gujarat was the result of a thoroughly thought-out elaborate and heinous strategy to communalise the society at large in Gujarat, with a view to derive political benefits”. Information coming from Jaspal Singh, who has been the city’s police commissioner and then the mayor, is quite revealing as he himself once flirted with the BJP, more so when he claims the 2002 carnage helped the Sangh Parivar achieve “their ever-pursued hidden agenda of treating the Muslim minority as second
class citizens”.

Giving details of documentary evidences that would spill the beans, he said, “SIT should go into the series of circumstances indicating criminal motive of the CM Gujarat and his collaborators in projecting the Godhra train fire incident as an outcome of conspiracy by ISI and a terrorist act.” Jaspal claimed a meeting chaired by Modi on February 27, 2002 was the “starting point of anti-minority carnage” and the motivated declaration of ISI hand in the train fire was a part of the larger conspiracy to perpetuate genocidal crimes against the minority for political consolidation of the majority community in favour of BJP.

He has urged the SIT to check the minutes of the crucial meeting chaired by Modi on the day of the Godhra train fire, and interrogate the ministers and eight officers who attended the meeting. Jaspal Singh has also demanded interrogation of Rajendra Kumar, the then CBI joint director incharge of Gujarat, who insisted on the state DGP to deem the burning of train at Godhra as a terrorist act mounted by the ISI.

They get power after all most 1000 year. And they're using this power to murder by their brother. The Muslim who live in India are they not Indian? I know Indian people are very much emotional people. So their leader can use them very easily.

I know one muslim family having business in our area. He like Narendra Modi's development chart. Surely not all muslim like because of spread of lie.

Using some non-authoritative website on the internet to justify or deny the Gujarat violence is actually disgusting to say the least. The lack of justice after the attacks even more so.

It took the supreme court to take up the matter and direct the case outside of Gujarat to begin getting convictions. If Gujarat govt. was innocent, why was no justice served straight away? Because the SC had to intervene shows the attitude of the govt. Lets not forget the before 2002 riots almost all analysts has declared that BJP was set to loose the coming elections because of their non-perforance in the past two terms. Even the 8 by polls held six months bfore was won by non-BJP parties.

Now because of the SC appointed SIT, even ministers have been arrested. Even now the Gujarat govt. continues to put roadblocks for people to receive justice by denying documents and records. People should have more trust and believe the Supreme court and HC as well as the national dailies that covered the event rather than some made up internet site that clearly has an agenda of blaming the victims and interesting the Congress.

Well at least the Congress has publicly apologized for their sikh riots and even have a sikh PM. When can we expect Modi and BJP to do the same, or atleast apologise for it?

NEW DELHI: The Supreme Court on Tuesday asked the Gujarat government to hand over to the Special Investigation Team all documents, including a copy of the alleged communal speech by Chief Minister Narendra Modi, for further investigation of the Godhra and post-Godhra riot cases.

A three-judge Bench gave this directive after Solicitor-General Gopal Subramaniam submitted that SIT chief R.K. Raghavan had said the government was not cooperating with the team.

The Bench perused an interim report submitted by the SIT in a sealed cover. One of the 14 documents the SIT sought pertained to Mr. Modi’s speech, said to be inflammatory.

Gujarat’s Additional Advocate-General Tushar Mehta contended that the Chief Minister’s speech was delivered months after the riots, and it had nothing to do with the SIT investigation. The speech, he said, was in no way relevant to the conspiracy complaint made by Zakia Jafri, wife of Ehsan Jafri, who was killed in the Gulberg society carnage.

It was beyond the scope of the SIT to seek a copy of this speech, Mr. Mehta said. At this, Justice D.K. Jain said: “We are issuing the directions, and if you fail to comply with them, you will have to tell the reasons and then the court will deal with it accordingly.”

Justice P. Sathasivam told Mr. Mehta that there was a lot of correspondence between the SIT and the government, but there was no proper response from the government.

When Mr. Mehta said the State had already given documents running into14,000 pages, Justice Jain said: “We are not on the number of pages. We want your response about the 14 documents asked from you. Hand over all vital documents to the SIT.”

Justice Aftab Alam read out excerpts from the SIT interim report, pointing out that the court-appointed team wrote letters, seeking 14 documents, on September 15, October 31 and December 19 last but the government took no action. When Mr. Mehta said he should be given time to file his comments, Justice Jain said: “We don’t want your comments. We direct you to supply all the documents sought by the SIT.”

The court directed that the matter be listed for February 9 to take up the applications seeking the reconstitution of the SIT in the wake of the recent judgment in the Sohrabuddin Sheikh encounter case. The Citizens for Justice and Peace sought removal of IGP Geetha Johri, IGP Shivanand Jha and another senior officer Ashish Bhatia.

Amicus curiae Harish Salve asked the court not to give any direction to shift these officers, as such an order would be hurting. He had a telephonic conversation with Mr. Raghvan, who said things would likely be sorted out without the court’s intervention.

Declining a request for five months’ time, the Bench asked the SIT to submit its report by April 30.
