1) You are talking only to promote Indian interest in mind. I think, power play anywhere in the world is all like an Othello game. Here in the BoB, I can see the USA, China, India and BD all are playing this game and outdo others.
India and USA is there for long enough.PLAN has almost no presence in this region.only presence of their is some visits of their Subs,which is quite normal.I'd not bring BD into picture as then I'd have to bring Myanmar as well.both of these have very little force to project.
2) US presence there is both against and for India/China with a weak BD being played as a pawn in that game. USA wants a China presence in the Bay only to finger point it to India that the latter cannot probably cope with the power of PLAN alone. But, which country to get the maximum benefit out of a three power game? I think, it is BD itself with no cost to bear by itself.

1.PLAN don't have enough resources to open an offshore base.(in his opinion)
2.its is against their present interest.
3.none of the possible providers of offshore base has decent power to protect Chinese Hardware.so,it'd be easier to destroy in case of any war breaks out.
4.3rd points also mean that every now and then,when situation will not seem right,they'll have to pull their entire force out from that bases,which will not fulfill any objective.
5.an offshore base will intimidate China's neighbours to get their own offshore bases around China(like Mongolia offered a base to India,which India denied).

3) USA may also be using the naval buildup by India in its east coast by hinting at China that a limited US presence is needed to avoid a naval show down in the Bay, because this will secure China's sea route through Indian Ocean and Malakka Strait.
nope.USA is leaving their bases around BOB and concentrating more on and around SCS and Malacca Strait.they have sizable force in Singapore to secure Malacca,has base in COCOS Island to monitor both portions of Malacca and Pacific.they're putting bases around First Island Chain.you should study more about US deployment and bases.
4) Who knows, China also welcomes a limited US presence in the Bay, because then it can avoid a possible showdown with the IN's growing naval movement.
LOL.PLAN isn't foolish enough to support putting a base right next door.they know this base will eventually going to be used against them.USN will use it to monitor their activity in Myanmar as well as Chinese Border.its like performing Hara Kiri.
5) BD's international sea routes will be more secured with the presence of both PLAN and US Navy.
their International Sea routes are secured enough.nobody attacks anybody in International Sea unless you're in War.if BD is in a State of War with India,IN has enough power to decimate entire BN within few hours and make its port unnavigable.we did it in the past,remember??
6) By the way, have people noticed a news that the Philip Conoco (?) of the USA has discovered natural gas in its two blocks in the Bay? It is between 5 to 7 trillion cft of gas reserve. So, US presence there is inevitable whatever may be the arrangement with BD.
