you are very right Jana.. so let me also add to your point .. and give u a very basic low down of human migration.
Basically there are two types of migration

1. Legal Migration: where you apply for the work permit in a country based on certain skill-sets that you have which you can use to earn your livelihood. Typical example of that would be H1B visa for United States and HSMP (Highly Skilled Migration Program) for United Kingdom. These kind of visas are issued only when there is a lack of resource pool in the issuing country. Example would be IT resources in United States and Doctors and Nurses in United Kingdom. Now whether you can conclude from this, that US or UK does not have the skill of being good in IT or Doctor or not .. is entirely up to you and your ability to understand economics of demand and supply and also globalization..

2. Illegal Migration:: People desperate and driven to a level of survival of existence just give a heck bout their nationality and tries their luck out in the "land of opportunity". Mainly these kind of migrations are community driven and uncle or cousins being there by this route, why not we also try out.. you know. Since these people cant apply for a work visas for job since they don't know what it will be . they have to enter the country thru illegal means.. Crossing the border clandestinely ... typical example would be hoards of landscapers in US who come from Mexico, There is typical joke in US that "if Mexicans stop coming to US what is going to happen to the lawns of this country?".. this migration is not a human ignominy it is a reality and tragedy... similarly there are hoards of poor bangladeshis who come in search of greener pasture in India.. .not to say that they are coming here to be millionaire.. they are just doing that to survive and mostly they are domestic helps and rickshaw pullers... now fellow Bangladeshis might get peeved by this declaration but it is as true as it can get.. just like relatively wealthy Bangladeshis have moved to Europe in search of greener pasture .. people who cant afford that are coming down to India.. from India also (Punjab) many people migrate Illegally to Canada, Australia etc... and that's true for Pakistanis and Bangladeshis as well..and in those countries all of them treat each others like bros because they need to be in unity to protect themselves from Cops and Authority..

I do not think there is mush doubt that SAAG is operated by RAW. The paper is heavily indebted to SAAG for its information and statistics. My conclusion that it is another piece of Indian propaganda.

What a funny theory you create there is no mention of legal or illegal immigration plus. Bangladesh officially does not accept that there are illegall Bangladeshis in India. These illegal people migrate to areas where they get shelter and create vote bank, Since few state governments have started identifying and working on the process of deporting them they have resorted to cheap terrorist attacks using local made bombs. Plus they use the services of NGO's to justify their existence and portray their isolation as anti-Muslim stance by governments (especially in BJP ruled states) Congress loves this.

But I am for eviction of Bangladeshis I know complete eviction is impossible but even if we are able to stop the trend it should be good enough. The border fencing should be completed ASAP and more border securities should be arranged with powers to shoot crossing persons at the border.

You are being so blinded by anger that you have started shooting your gun irrespective of the actual posting... where exactly did I quote anything from that Paper .. I just provided a link .. to a paper and mentioned it is a good research paper....
