They did not take opportunities on the Russina vaccine when russia offered to setup local manufacturing of Sputnik V, also rejected China in earlier stages. Did not buy any doses from other companies like pfizer/moderna/janssen earlier. Now they are caught with their pants down.

@Bilal9 bhai, now look at the consequence of declaring shutdown 2 days ago. If there is shutdown it should be declared at midnight, so that next day no one can leave place. But every time GoB declare it 2/3 days before and people start gathering. Actually what govt want to do? Are they taking revenge on people?

GOB completely failed on the vaccination front. So incompetent.

Rejecting China was reasonable as their vaccine is not that good. Just look at Chile and Turkey where Chinese vaccines have been used in mass since the start of this year.

BD could have had 4 million doses of the far better Sputnik vaccine starting last month and also have made strides towards local production if BD showed some professional and competent behaviour when negotiating with the Russians.

Anyway latest data shows that BD is at or near the peak and so total nationwide lockdown may not have to last for longer than some weeks.

চীন ও রাশিয়ার কাছ থেকে বাণিজ্যিক চুক্তির আওতায় টিকা কেনা নিয়ে গত সপ্তাহে সরকারের আলাদা আলোচনা হয়েছে।
করোনাভাইরাস টিকা
চীনের সিনোফার্মের দেড় কোটি এবং রাশিয়ার স্পুতনিক-ভির এক কোটি টিকা কিনতে সরকার গত মার্চে আলোচনা শুরু করে। প্রতি চালানে টিকার পরিমাণ, প্রথম ও দ্বিতীয় ডোজের টিকা পাওয়ার সুনির্দিষ্ট সময়সূচিসহ কিছু বিষয়ে বাংলাদেশ ও রাশিয়া এখনো সিদ্ধান্তে আসতে পারেনি। ভারতের সেরাম ইনস্টিটিউট থেকে অক্সফোর্ড-অ্যাস্ট্রাজেনেকার বাকি টিকা কবে আসবে, তা নিয়ে কোনো অগ্রগতি নেই। একমাত্র চীনের সিনোফার্ম থেকে জুলাই মাসে টিকার প্রথম চালান পেতে পারে বাংলাদেশ।
চীন, রাশিয়াসহ বিভিন্ন দেশ থেকে বাংলাদেশের টিকা সংগ্রহের আলোচনায় জড়িত সরকারের একাধিক দায়িত্বশীল কর্মকর্তার সঙ্গে গত কয়েক দিন কথা বলে এমন ধারণা পাওয়া গেছে।
পররাষ্ট্রসচিব মাসুদ বিন মোমেন গত বৃহস্পতিবার প্রথম আলোকে বলেছেন, ‘চীনের সিনোফার্মের টিকা নিয়ে যে জটিলতা তৈরি হয়েছিল, তার অনেকটাই কেটে গেছে। আশা করছি জুলাইয়ে সিনোফার্ম থেকে টিকা পাওয়া শুরু হবে। আর রাশিয়ার সঙ্গেও টিকা কেনার বিষয়ে ইতিবাচকভাবে আলোচনা হচ্ছে।’
সরকারের দায়িত্বশীল সূত্রে জানা গেছে, চীন ও রাশিয়ার কাছ থেকে বাণিজ্যিক চুক্তির আওতায় টিকা কেনা নিয়ে গত সপ্তাহে সরকারের আলাদা আলোচনা হয়েছে। সিনোফার্মের কাছ থেকে টিকা কেনার পাশাপাশি সিনোভ্যাক এবং আনুই জিফেই নামের আরও দুটি চীনা প্রতিষ্ঠানের সঙ্গেও সরকারের আলোচনা হয়েছে। আনুই জিফেই টিকার চূড়ান্ত ধাপের পরীক্ষা শেষ না হওয়ায় বাংলাদেশ তাদের কাছ থেকে এ মুহূর্তে টিকা কিনবে না। এই পরিস্থিতিতে দ্রুত টিকা পাওয়ার ক্ষেত্রে বাংলাদেশের সামনে একমাত্র বিকল্প চীনের সিনোফার্ম।
জুলাইয়ে চীনের টিকা পাওয়ার বিষয়ে জানতে চাইলে বেইজিংয়ের একটি কূটনৈতিক সূত্র বৃহস্পতিবার এই প্রতিবেদককে বলেন, ‘টিকা নিয়ে জুলাইয়ে অবশ্যই ইতিবাচক খবর আশা করছি।’

চীনের টিকা নিয়ে অহেতুক জটিলতা
বিদেশ থেকে টিকা সংগ্রহে জড়িত সরকারি কর্মকর্তা এবং দুই দেশের কূটনৈতিক সূত্রে জানা গেছে, চার মাস আগে আলোচনা শুরু করে চীনের সিনোফার্মের কাছ থেকে টিকা পাওয়ার বিষয়ে প্রায় চূড়ান্ত অবস্থায় পৌঁছে গিয়েছিল বাংলাদেশ। কিন্তু মে মাসের শেষের দিকে কিছু বিষয়ে জটিলতা তৈরি হয়।
সরকারের একাধিক জ্যেষ্ঠ কর্মকর্তা বলেছেন, মে মাসের শেষ সপ্তাহে মন্ত্রিসভা কমিটির বৈঠকের পর একজন অতিরিক্ত সচিব করোনার টিকার দাম সাংবাদিকদের কাছে প্রকাশ করায় চীন বিরক্ত হয়েছে। এ নিয়ে চীনের আনুষ্ঠানিক চিঠির জবাবে বাংলাদেশ দুঃখ প্রকাশও করেছে। বিষয়টি সামলে নিয়ে চীন যখন অনেকটা নমনীয় হয়েছিল, সে সময় স্বাস্থ্যমন্ত্রী গণমাধ্যমে সিনোফার্মের সঙ্গে চুক্তি সইয়ের কথা জানান। যদিও তখনো পর্যন্ত চুক্তিতে বাংলাদেশ সই করলেও চীন সই করেনি। এ নিয়ে চীন তাদের বিরক্তির কথা বাংলাদেশকে জানিয়েছে।
সরকারের একজন জ্যেষ্ঠ কর্মকর্তা এই প্রতিবেদককে বলেন, একই বিষয় বারবার যদি এভাবে চলতে থাকে, তাহলে তো প্রত্যাশা অনুযায়ী টিকা পাওয়ার চেষ্টা সফল হবে না।
চীন ইতিমধ্যে দুই দফায় উপহার হিসেবে বাংলাদেশকে ১১ লাখ টিকা দিয়েছে। এই টিকা বর্তমানে দেওয়া হচ্ছে।

চুক্তি না হলে উৎপাদন নয়
মে মাসের শেষ সপ্তাহে রাশিয়ার কাছ থেকে এক কোটি স্পুতনিক-ভি টিকা কেনার চূড়ান্ত পর্বের আলোচনা শুরু হয়েছিল। শুরুটা মোটামুটি ভালো হলেও গত সপ্তাহে দ্বিতীয় পর্বের আলোচনায় এসে বাংলাদেশের প্রত্যাশা অনুযায়ী টিকা পাওয়া নিয়ে এক ধরনের সংশয় তৈরি হয়েছে।
রাশিয়ার কাছ থেকে টিকা পাওয়ার বিষয়ে জানতে চাইলে একাধিক সরকারি কর্মকর্তা এই প্রতিবেদককে বলেন, প্রথমত বাংলাদেশ শুরু থেকেই ২০, ৩০ ও ৫০ লাখ—এভাবে তিন মাসে রাশিয়ার কাছ থেকে এক কোটি টিকা কিনতে চায়। কিন্তু দুই দফা আলোচনায় এটা স্পষ্ট হয়েছে, বাংলাদেশের চাহিদা অনুযায়ী এভাবে টিকা উৎপাদনের সক্ষমতা তাদের নেই। তা ছাড়া বাংলাদেশের আগেই অনেক দেশের সঙ্গে তাদের বাণিজ্যিক চুক্তি আছে। তাই রাশিয়া এক বা দুই লাখ টিকা দিয়ে সরবরাহ শুরু করে এ বছরের ডিসেম্বরের মধ্যে বাংলাদেশকে এক কোটি টিকা দেবে বলছে।
স্পুতনিক-ভি টিকার প্রথম ও দ্বিতীয় ডোজ একই ধরনের নয়। তাই বাংলাদেশ জনসংখ্যার একটি নির্দিষ্ট অংশের জন্য প্রথম ও দ্বিতীয় ডোজ একসঙ্গে পেতে চায়। বিষয়টিও সুরাহা হয়নি বলে একাধিক কর্মকর্তা জানিয়েছেন।
জানা গেছে, টিকার পরিমাণ, প্রথম ও দ্বিতীয় ডোজ আলাদাভাবে পাঠানোসহ বিভিন্ন বিষয় সুরাহা করে জরুরি ব্যবহারের অনুমোদন (ইইউএ) চুক্তি সই না হলে রাশিয়া টিকা উৎপাদনে যাবে না বলে জানিয়েছে।
এই পরিস্থিতিতে রাশিয়ার সঙ্গে টিকা কেনার আলোচনা এবং চুক্তি শেষ হওয়ার পর কবে টিকা আসতে পারে জানতে চাইলে দুই দিন আগে একাধিক কর্মকর্তা বলেন, এ বিষয়গুলো সুরাহার জন্য দুই থেকে তিন সপ্তাহ প্রয়োজন। সে ক্ষেত্রে আগস্টের শেষ দিকে রাশিয়ার কাছ থেকে প্রথম দফায় টিকা পাওয়া যেতে পারে।
এরই মধ্যে দেশে করোনা পরিস্থিতির অবনতি হচ্ছে। শনাক্ত রোগী ও মৃত্যু দুটোই বাড়ছে। গতকাল শুক্রবার এক দিনে করোনায় ১০৮ জনের মৃত্যুর তথ্য দিয়েছে স্বাস্থ্য অধিদপ্তর। নতুন রোগী শনাক্ত হয়েছে ৫ হাজার ৮৬৯ জন। পরিস্থিতি নিয়ন্ত্রণে আনতে কোভিড-১৯ সংক্রান্ত জাতীয় কারিগরি পরামর্শক কমিটি গত বুধবার বলেছে, করোনা থেকে পুরোপুরি মুক্তির জন্য ৮০ শতাংশের বেশি মানুষকে টিকা দেওয়া প্রয়োজন।
যদিও দেশে গত ফেব্রুয়ারিতে গণটিকাদান কর্মসূচি শুরু হলেও এখনো পর্যন্ত জনসংখ্যার ৩ শতাংশকে টিকার আওতায় আনা সম্ভব হয়েছে।
বঙ্গবন্ধু শেখ মুজিব মেডিকেল বিশ্ববিদ্যালয়ের ফার্মাকোলজি বিভাগের চেয়ারম্যান অধ্যাপক সায়েদুর রহমান প্রথম আলোকে বলেন, ‘টিকা সংগ্রহের ক্ষেত্রে কূটনীতি ও অর্থনীতি দুটি বিষয় জড়িত। তা ছাড়া সেরামের বাইরে অন্য উৎস থেকে টিকা সংগ্রহে দেরি করায় সরকার বারবার চেষ্টা করে কুলিয়ে উঠতে পারছে না। এখন সরকারকে জুলাইয়ে টিকা সংগ্রহের পরিস্থিতি এবং সে অনুযায়ী টিকা বিতরণের পরিকল্পনা বিবেচনায় নিয়ে করোনার বিরুদ্ধে লড়াইয়ের কৌশল ঠিক করতে হবে। তবে জুলাইয়ের মধ্যে সরকার টিকা সংগ্রহ করতে না পারলে আমরা বিপদে পড়ে যাব।’

The problem is that, without vaccinating a good percentage of population, we will see these outbreaks every two-three months. How long can the economy sustain these frequent lockdowns.

Looking at the clusterfuck that is our vaccine procurement process, we might not be in a good place even 2 years from now.

Actually this is where the final fast-paced Indian vaccine programme will help - around 5 million jabs per day over the last week on average.

If BD can get the virus down to a very low-level with national lockdown for 3-4 weeks then it can again open the border with India as virus prevalance has come right down and falling fast. There will be little risk of importing a lot of virus from India then.

Not a great situations to be in but there is always the hope that the 23 million doses of AstraZeneca that India is contracted that has yet to be supplied to BD will all come before the end of the year. Just these by themslves will allow around 80% of those likely to be hospitalised to get very effective protection.

Also, remember that BD's own mRNA vaccine may be available towards the end of this year if it passes all safety and efficacy tests in the human trials.

Not a good situation to be in but there could be a way out of this for BD by 2022.
