They've even executed the ceo of a company that was selling tainted baby formula. here in america, it's the same thing, only punishments may not be as harsh. Heck, Pakistan even fined a major real estate tycoon with a punishing multi billion fine that he is still paying for. So it can be done.

In Islam, if two infants consumed the milk of the same woman, a wet nurse may be, the two infants when they grow up cant be married. The relationship may not in blood but its deemed to be a relationship in which marriage is considered haram.
