BD is 50% richer than Assam and the economy is growing at 6% a year since 2000. Any poor in BD can get a job to provide shelter and food in BD.

There is no logic for any BD Muslim to settle in Assam at all. Maybe Hindu for religious reasons but not a Muslim.
