All your calculation is with assumption that you will be able to destroy ALL the strategic asset in a country six times your size, their SLBM technology will stand still, their submarine technology is and will remain vulnerable to your detection! Essentially all your Risk calculation assumes possible incompetency of your enemy more than your own current or potential capabilities, an enemy who has given you enough trouble in 1971. Major cities will be told to be prepared for evacuation even before the war comes to Nuclear stage.

Remember you are going for first strike, if you start issuing such messages in your major cities, especially those which are not near border, it is like taking a full page ad in Dawn to advertise your intentions of using nuclear weapons.

Pakistan cities are not overcrowded, since they will be on standby, most of Lahore and Karachi and rest of Pakistani cities will be empty within 2-3 hours time.

2-3 hours? Karachi? Karachi's population estimate is 20+ million.

Assuming you plan to evacuate one in 10 person from Karachi, this means you will need provision for around 2,000,000 people to be moved out of Karachi. At a short notice of 2-3 hours, this means over-packed to capacity a bus carrying around 100 people will require 20,000 buses running all together to evacuate these people. Do evacuate Karachi completely in itself will be a HUGE logistic nightmare and to do this in 2-3 hours that too while maintaining secrecy all along is simply unthinkable. Sorry, I have to call your bluff in this. And this was just Karachi. Add Lahore, Islamabad, Multan, Gwadar into equation and you have more people dying in the movement itself.
