As for your comparison of Azerbaijan and Armenia's military capabilities, Azerbaijan has spent $5 billion on Israeli & the same amount on Russian weaponry since 2010, for a combined $10 billion, excluding different acquisitions from other sources. Just last month Azerbaijan test-fired the recently inducted Barak-8 SAM, one of the most advanced systems in its class. And you are saying that what Azerbaijan buys has little usage in battlefield? What are you even smoking?

Our country Azerbaijan has two direct enemies around and in front, Armenia and Iran that are friendly each other.
Iran has no air or ground superiority, therefore invests in missiles at any scale. They even produced them so much that they probably give an atgm to any living persian in order to fill the gap for weak ground resistance.
Such bases are the main target for such missiles. What does that short story of Iran spark in your mind?
Another backing live case is in Syria, the empty places are the easy one to capture, but the ones with people are the hard.
its impossible to avoid creating such targets, Azerbaijan needs to invest in cruise missiles and etc. to create the threat of proportionate response.
