LOL...why would the administrators do that ? they too have their own scams going on like the doctors. Similar conflict of interests like supplying medicines to the hospital, or clearing payments for a bribe, supplying cleaning items etc. to the hospitals.

LOL are you so naive ? Competition can be eliminated by inserting qualifiers that will ensure only ONE firms quality to apply for the tender.
Two other fake firms are created and they too claim qualification and apply along with the only eligible firm with higher quote and the pre decided firm is selected
This is standard playbook for tenders in India.
