Equal Treatment to Army and Central Armed Police Forces (CAPF)

The Ministry of Defence has informed that the term “shaheed” is not being used by the Indian Army in any of its official communication. No such term is used for the Central Armed Police Forces (CAPFs) and Assam Rifles (AR) personnel who are killed in action. However, the Ministry of Home Affairs have decided to issue “Operational Casualty Certificate” in respect of the CAPFs & AR and Central Police Organisations (CPOs) personnel who sacrifice their lives for the Nation. The guidelines have been issued on 09/10/2017.

This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in written reply to a question in the Rajya Sabha today.

Funeral held with state honours
CRPF soldier Chandra H.S., who was killed in Naxal attack in Chhattisgarh, was laid to rest with state honours at his native place Haradoor in Arkalgud taluk on Thursday.

Hundreds of people, including his relatives, friends and people’s representatives, paid their respects to Chandra, who served in CRPF for nearly five years.

The mortal remains of the soldier reached Hassan around 7.40 p.m. on Wednesday. The district administration had made arrangements to keep the body at the mortuary in Hassan Institute of Medical Sciences. Later, the body was kept on the premises of the Deputy Commissioner’s office in Hassan, before taking it to his native village for the final rites.

Protest

The district administration faced the ire of relatives and family members of the soldier on Thursday over keeping the body on the DC office premises. The officials had planned to take the body to Arkalgud from the mortuary. As family members and relatives staged a protest alleging that the district administration was not showing due respect to the soldier, the officers decided to keep the body on the DC office premises.

Chandra’s father Swamy Gowda, mother Kalamma and wife Pruthvi were inconsolable.

Deputy Commissioner Rohini Sindhuri, in a press release, said arrangements to take the mortal remains to Arkalgud from the mortuary were made only after consulting the family members. “Family members on Wednesday evening said the body be kept for public viewing in Arkalgud as they have many relatives nearby. As per their opinion, arrangements were made. However, a few members of the family on Thursday requested that the body be kept on the Hassan DC office premises. Again, as per their request, the administration kept the body for public viewing in Hassan,” she said.

A. Manju, Minister in-charge of Hassan, and H.S. Prakash, MLA. were among those who paid homage to the soldier.

Cap Oneducational Concession to Children of Missing/Disabled/Killed Soldiers Removed

Government has decided to continue educational concessions to the children of Armed Forces Officers/Personnel Below Officer Ranks (PBORs)/Missing/Disabled/ Killed in Action without the cap of Rs. 10,000 per month.

Ministry of Defence had persuaded the Finance Ministry twice in this regard, which is agreed upon by the latter.

The above educational concession will be admissible only for undertaking studies in a government/government aided schools/educational institutes, Military/Sainik Schools and other schools or colleges recognised by the Central or State Governments including the autonomous organisations financed entirely by the Central/State Governments.

Meanwhile, IGP Pani laid floral tributes on the mortal remains of deceased policeman Deepak Thusoo at the District Police Lines, Srinagar. Two policemen were killed in the encounter.

The Army also paid tributes to the three jawans killed in the encounter. Lieutenant General A.K. Bhatt, 15 Corps Commander, was present on the occasion.

The deceased jawans were identified as Havaldar Jorabar Singh, a resident of Himachal Pradesh; Naik Ranjeet Khalkho, a resident of Jharkhand; and Naik Muhammad Ashraf Rather, a resident of Kralpora, Kashmir.

“The mortal remains of the martyrs were flown for the last rites to their native places, where they would be laid to rest with full military honours. In this hour of grief, the Army stands in solidarity with the bereaved families of the martyrs, and remains committed to their dignity and well-being,” said the Army spokesman.

One Special Police Officer (SPO) was killed, and his wife and a civilian injured in two separate incidents of firing in south Kashmir on Thursday evening. Militants also attacked an Army patrol in another incident.

Preliminary reports suggest that gunmen barged into the house of SPO Mushtaq Ahmad Sheikh, a resident of Anantnag’s Bijbehara area in the evening. A police official said Mr. Sheikh died of bullet injuries and his wife suffered injuries in the attack. “She is stable now,” said the police.

In a separate incident, unknown gunmen fired upon civilian Sayer Ahmad Wani of Kulgam’s Chancer area. Mr. Wani is a teacher in a local madrasa. The police said it were investigating the matter.

Earlier, militants ambushed an Army patrol of 4 Rashtriya Rifles in Shopian. The ambush led to a brief exchange of fire between. The area was cordoned off. However, the militants managed to flee from the spot, said the police.

Chaudhary was injured when a helicopter, of which she was the co-pilot, crash-landed in Murud

One of India’s few woman helicopter pilots, Assistant Commandant Captain Penny Chaudhary, died on Tuesday night after battling for life for 17 days.

Chaudhary was injured when a helicopter, of which she was the co-pilot, crash-landed in Murud, Raigad district.

When the Chetak helicopter crashed in Murud on March 10, Chaudhary suffered serious head injury. She was admitted at the naval hospital INHS Asvini in south Mumbai’s Colaba area. After a surgery, she had been on life support.

A Coast Guard spokesperson confirmed her passing away. Coast Guard officials said Chaudhary had suffered internal bleeding and other injuries after the rotor of the helicopter struck her head.

The Coast Guard helicopter was on a routine sortie with four passengers — Deputy Commandant Balwinder Singh, Assistant Commandant Chaudhary, and two divers Sandeep and Baljeet –when it crash landed.

According to Coast Guard officials, when the helicopter’s engine shut down mid-air, the pilot tried to glide the machine towards the shore and tried to land it on the beach. It landed on a rocky patch on Nadagram beach, instead of the loose soil.

Capt Chaudhary was the first to get out of the crashed copter, but as she was emerging from the copter, the rotor blade hit her head. She was wearing a helmet, but that couldn’t prevent the serious injuries.

The mortal remains of Assistant Commandant Penny Chaudhary (26), co-pilot of the Coast Guard’s Chetak helicopter, were consigned to flames with state honours here on Thursday.

Penny suffered head injuries after her helicopter crashed near Murud in Raigad district of Maharashtra on March 10.
After battling for life for 17 days, the co-pilot breathed her last on Tuesday in Mumbai.

Penny’s body arrived at her residence here at 2am on Thursday. People from all walks of life bid tearful adieu to the brave daughter.

Rajya Sabha member Kumari Selja, Gharaunda MLA and HAFED Chairman Harvinder Kalyan, Sugarfed Chairman Chander Parkash Kathuria, BJP district president Jagmohan Anand, Mayor Renu Bala Gupta, OSD to CM, Amrinder Singh, Senior Deputy Mayor Krishan Garg, Deputy Mayor Manoj Wadhwa and other prominent persons paid homage to the departed soul.

Later in the evening, Chief Minister Manohar Lal Khattar reached the Penny’s residence to express his condolences to the family members. He assured the family to extend all support as per the provisions of the government.

One policeman was killed and another injured in twin attacks carried out by militants in south Kashmir on Saturday. Also, the Islamic State (IS) said it was responsible for the killing of a policeman in Anantnag two days ago.

Militants fired at a Special Police Officer, Muhammad Ashraf, from a close range at 4.25 p.m. near Muran Chowk in Pulwama where he was on a private visit.

“Ashraf was critically injured and died on the way to hospital,” a police official said.


Ashraf of Mouchpona village had joined the police as an SPO in Srinagar. “We suspect the hand of militants behind the killing,” Senior Superintendent of Police, Pulwama, Mohammad Aslam Choudhary said.

A civilian was injured in the attack, but his condition is stable, a local official said.

Earlier in the day, another SPO, Turag Singh, was fired at in Anantnag. He received “critical injuries”. “The policeman was regulating traffic when he was attacked,” a police official said.

Militant groups in the Valley suffered a major setback as 12 militants were gunned down in counter-insurgency operations in three different areas in south Kashmir in which three Army jawans and four civilians were also killed.

The police said that an ultra had also surrendered before the security forces in Anantnag district.

At a hurriedly called joint press conference of Army, police and CRPF, Jammu and Kashmir Police chief S P Vaid said this is one of the biggest counter-offensives in recent times against terror groups operating in the Kashmir Valley.


The three slain soldiers were identified as gunner Arvinder Kumar, gunner Nilesh Singh and sepoy Hetram.

The operations by security forces rendered a severe dent to militant groups , officials said here.

Three Army jawans have lost their lives in the operations at Kachdooru in Shopian, officials said, adding three bodies of militants have been recovered from the debris so far.

The operation has been called off at Kachdooru and the security personnel will search the debris tomorrow again, the officials said.

The mortal remains of Sepoy Kamal Deswal were consigned to flames at his native Jassaur Kheri village here with military honours on Friday. Kamal (21) was among the three sepoys who died in an accident at their posting station on the India-China border in Arunachal Pradesh on March 28.

The body was brought to the village in the morning. His elder brother lit the funeral pyre while Bahadurgarh MLA Naresh Kaushik and several others paid their last respect to Sepoy Kamal Deswal.

Subedar Somveer Singh said Kamal had joined the Raj Rifles two-and-half years ago and was youngest among three siblings.

Sepoy Mustapure Shubham Suryakant (20) belonged to Village Konerwadi, Chatori Tehsil, District Parbhani, Maharashtra and is survived by his mother Shrimati Sunita.

The 20-year-old army jawan had told his parents that he will be coming home in two days. Tomorrow, they will receive the body of Sepoy Shubham Suryakant Mustapure at his village Konerwadi in Parbhani district of Maharashtra, for last rites.

Mustapure, who joined the Army two years ago, was killed as Pakistani troops fired mortar bombs at forward posts along the Line of Control (LoC) in Poonch district of Jammu and Kashmir today.

A pall of gloom has descended on the village as people await the arrival of his body, for the last rites to be performed tomorrow.

Mustapure will be cremated with military honours at 4 pm tomorrow, an official said. The soldier’s body is expected to land at Aurangabad airport at 11 am and will be taken to Konerwadi by road, he added.

“Shubham recently called his parents and informed them he will be coming home in two days. Now, his body, wrapped in tricolour, will reach here,” a relative of the soldier said.

The jawan, who was a bachelor, is survived by parents and grandparents and two younger brothers. While one brother studies in Gangakhed in Parbhani district, another studies at Ahmedpur in Latur district, the kin said.

The soldier’s father owns one and a half acres of farm and also supplements his income through tailoring.

When Shubham was recruited in the Army two years ago, after completing his 12th class, he had treated the entire village to a grand feast, the relative said.

A youth was killed in Lahaul Spiti on Wednesday when he was crossing the Chandra Bhaga river via a trolley near Romanse (Kurched) village near Udaipur in the district.

The deceased was identified as Virender (30) of Kurched village. According to the police, he lost his balance and fell into the river and died on the spot. He was serving in the ITBP and posted at Bathinda. He had been on leave.

Two CRPF jawans were mowed down by a paramilitary force vehicle when its driver lost control due to stone-throwing in the Hiller area of Kokernag in south Kashmir, the police said.

The incident took place on Wednesday evening when CRPF troops were withdrawing after day-long duty in the area. According to the police, the driver of the CRPF’s armoured vehicle was pelted with stones in the area during the withdrawal operation in the evening. The driver, identified as Roop Singh, lost control and hit a motorcycle which two CRPF jawans — Riyaz Ahmed Wani and Nissar Ahmed Wani — were riding. They were rushed to a hospital where they were declared brought dead. The driver of the armoured vehicle has been hit in his head and has been rushed to an Army hospital in Srinagar. — PTI

An Army porter was killed on Monday in a ceasefire violation by the Pakistan army along the Line of Control (LoC) in north Kashmir’s Uri sector, police sources said. The sources said the Army porter, identified as Khurshid Ahmad, was killed near the Chokas Post along the LoC.

Preliminary information suggested that the porter was killed as the Pakistan army violated the ceasefire agreement. A police official said the incident took place in a remote part of the Uri sector and the porter’s body had not yet been handed over to the local police.

An Indian Army soldier injured earlier on Tuesday in a shootout between militants and security personnel in Jammu and Kashmir’ Tral forest area, has succumbed to his injuries, police said.

Ajay Kumar of 42 Rashtriya Rifles died at the Army Base Hospital here. He was injured when security forces, including the Rashtriya Rifles (RR), state police and the Central Reserve Police Force (CRPF) started a joint operation against hiding militants in the Lam area in Pulwama district, a police officer said

A cordon and search operation is on in the area, he added.
