ASEAN Regional Summit Ended In Disarray With No Joint Statement

A Southeast Asian regional summit ended in acrimony on Friday over China's assertive role in the strategic South China Sea, failing to agree on a concluding joint statement for the first time in its 45-year history.

Divisions between the 10 countries in the Association of Southeast Asian Nations (ASEAN) follow a rise in incidents of naval brinkmanship involving Chinese vessels in the oil-rich waters that has sparked fears of a military clash.

The Philippines said it "deplores" ASEAN's failure to address the worsening row, and criticized Cambodia -- a close ally of China -- for its handling of the issue during the foreign ministers' meeting.

ASEAN's divisions are an ominous sign for a bloc that wants to create a regional economic community by 2015 that would bring down barriers in trade, labor and financial markets -- partly to compete with China for investment.

China is a member of the East Asian Summit and ASEAN Regional Forum which also held meetings in Cambodia.

"The increasing assertion by this member state over the disputed and non-disputed areas poses a threat to the peace and stability in the Asia-Pacific region," Foreign Minister of Philippines, del Rosario said.

"If left unchecked, the increasing tension that is being generated in the process could further escalate into physical hostilities which no one wants."

Indonesia, the biggest economy in Southeast Asia, played down the rift. "No doubt the South China Sea at the moment is a difficult issue but I'm sure ASEAN will find ways and means to be able to address that problem," Indonesian Foreign Minister Marty Natalegawa told Reuters.

China, whose trade and investment ties with Cambodia have surged in recent years, has warned that "external forces" should not get involved in the dispute, which it says should only be discussed bilaterally. Vietnam, Malaysia, Brunei and Taiwan also lay claim to parts of the South China Sea.

In a statement issued late on Thursday, Chinese Foreign Minister Yang Jiechi repeated that there was "no dispute" about China's sovereignty over Scarborough Shoal."China hopes the Philippine side faces the facts squarely and stops creating trouble," he added.

The United States has stressed it is neutral in the long-running maritime dispute, despite offering to help boost the Philippines' decrepit military forces. It says freedom of navigation is its main concern about a waterway that carries $5 trillion in trade - half the world's shipping tonnage.

The Note to the Joint Submission states that the extended continental shelf claim by Malaysia and Vietnam lays claim on areas that are disputed because they overlap with that of the Philippines and “because of the controversy arising from the territorial claims on some of the islands in the area including North Borneo.” The latter objection is a reference to the historical claim of the Philippines to what is now the East Malaysian State of Sabah, which was formerly known as North Borneo.
The note of the Philippines further pointed out that given the existence of maritime disputes, the Philippines requests that under paragraph 1(5) of Annex I of the rules of procedure of the Commission, “in cases where a land or maritime dispute exists, the Commission shall not consider and qualify a submission may by any of the States concerned in the dispute.” The note then requested the Commission to refrain from considering the Joint Submission unless and until after the parties have discussed and resolved their disputes

Now what? Who those islands in SCS are belonged to now: China, Taiwan, Vietnam, Philippines, Malaysia or Brunei? What are the opinions of the other seven members of ASEAN plus Korea and Japan?

The plan is to befriend Malaysia, Thailand, Cambodia, Indonesia, Laos and Brunei, while punishing Vietnam and Philippines. Looks like we're doing just that. When monkeys step out of their line, you have to beat them back into place.

Phnom Penh. Indonesia has slammed the inability of the Association of Southeast Asian Nations to agree to a common position over the South China Sea as "utterly irresponsible."

The 10-member bloc remained unable to agree on Thursday on the wording over recent actions by China in its ongoing disputes with Asean member states in contested maritime areas.

The issue has dominated this week's meetings in the Cambodian capital. Beijing claims most of the South China Sea, which holds key shipping lanes and is believed to be rich in oil and gas reserves. Asean members Malaysia, Brunei, Vietnam and the Philippines also have claims.

The Philippines wanted Asean's statement to reference China's recent "aggressive" actions near the Scarborough Shoal. However Asean works on consensus, and at least one nation — believed to be 2012 chair Cambodia — blocked that.

"Whenever there are incidents, that's actually the moment that we should reinforce our efforts, not be grinding to a halt," said Indonesian Foreign Minister Marty Natalegawa, who declined to comment on whether he believed Cambodia was doing China's bidding.

"This is a time when Asean should be seen to be acting as one," he said. "I find it perplexing, and to be candid and honest, really, really disappointing."

If Chinese in Mainland that I could understand they have been brainwashed by China Gov, but seem to me that is YOU are not difference even though YOU are living in a FREE COUNTRY like U.S.A. I believed in U.S.A does not have "Firewall" to blocking the Internet access to any news, media and it is under US Constitution protected.

You need to realize that both Vietnam and China are communist countries and have no freedom of speech. If you want to criticize Chinese communist, overthrow your communist government and install a democracy first. Than you can come back and talk.

They always pick and support troublemaker in a region, play regional powers against each other. and hype up conflicts where non where or had already been solved.

Or they steamroll your nation and claim but not even pretend to be friends and allies while abusing and exploiting you with no respect until their tactical goals have been accomplished and the neighboring emerging indipendent powers havse been succumbed before they had a chance to grow up.

So far it's working Both Cambodia and Thailand have proven this recently, China has also been increasing ties with Indonesia and Laos.

Yes, Viet Nam is still Communist Party's and one thing for sure that Viet Nam policy and education are better than China. At Least, we don't INJECTED nationalism to every single Vietnamese citizen, yet we don't teach Vietnamese go from WRONG to RIGHT like China does.
