Yes, a person who names himself after a piece of farming machinery would indeed think that sea routes aren't important. After all, it isn't as if China is the world's largest exporter (the vast majority of which is conducted by sea) or anything....Oh wait.

Now China is paying a heavy price for his mistake.
Mao knew China had to develop the military if China was to be taken seriously and that's why China was able to repel foreign invasions to the Chinese mainland. Mao developed China's missile force and nuclear arsenal as he knew the importance of having deterrence.

China needs at least 5,000 nuclear warheads which can be delivered with the:
1) full range of ballistic missiles (SRBM, MRBM, IRBM, ICBM).
2) conventional powered ballistic missile submarines and nuclear powered ballistic missile submarines.
3) strategic bombers that can deliver nuclear weapons via air-launched cruise missiles.

China also needs the following:
1) ballistic missile defences from land and sea (midcourse interception).
2) hypersonic weapons.
3) energy weapons.

China is developing all these things but the development need to accelerated since China is running out of time to be prepared when the world war starts.

250 was China's nuclear stockpile back in 1979, and the number hasn't been updated for a while.

China has officially released two open tests of the DF-41, the locations of the two tests (July 2012 and December 2013) were different. This means the DF-41 was tested by two different brigades. Each brigade accounts for 12 missiles, so there are two DF-41 brigades being unofficially confirmed so far.

So 12 * 2 * 10 = 240 nuclear warheads for DF-41

The DF-31A was deployed since 1999, so most likely 12 brigades till 2011.

So 12 * 12 * 3 = 432 nuclear warheads for DF-31A

China has 6 Type 094; 2 Type 094, 2 Type 094A, 2 Type 094B

The Type 094B was rumored to have 16 tubes.

So 12 * 4 + 16 * 2 * 3 = 240 nuclear warheads for China's naval deterrence

240 + 432 + 240, that accounts for 912 nuclear warheads, not include other ICBMs such as DF-31 and the DF-5 series.

I think China most likely has deployed around 1500 nuclear warheads, with another 1000-1500 nuclear warheads in reserve.
