’سی آئی اے ایجنٹس‘ کے خلاف کریک ڈاؤن، متعدد گرفتار
پاکستانی فوج کا کہنا ہے کہ سی آئی اے کے ساتھ تعاون کرنے کے الزام میں ملک بھر سے متعدد افراد کو حراست میں لے کر ان سے تفتیش کی جا رہی ہے۔
ان پاکستانی اور امریکی شہریوں کے خلاف عملی کارروائی کا آغاز دو مئی کو ایبٹ آباد میں امریکی فوجی کارروائی کے بعد سے شروع کیا گیا ہے۔
امریکی اخبار نیو یارک ٹائمز کے مطابق القاعدہ کے سربراہ اسامہ بن لادن کی ہلاکت میں مدد دینے والوں میں پاکستانی فوج کے ایک میجر بھی شامل تھے جو اب پاکستانی فوج کی تحویل میں ہیں۔
تاہم پاکستانی فوج کے محکمہ تعلقات عامہ کے ڈائریکٹر بریگیڈئیر سید عظمت علی نے پاکستانی فوج سے تعلق رکھنے والے کسی بھی شخص کی اس ضمن میں گرفتاری کی تردید کرتے ہوئے بی بی سی کو بتایا ’کوئی پاکستانی فوجی زیر حراست نہیں ہے لیکن بعض افراد کو ہم نے تفتیش کی غرض سے تحویل میں لے رکھا ہے جن کے بارے میں ہمیں شبہ ہے کہ یہ لوگ امریکی انٹیلیجنس اداروں کے لیے کام کرتے تھے۔‘
نیو یارک ٹائمز نے یہ بھی کہا ہے کہ امریکی سی آئی اے کے سربراہ لیون پنیٹا نے پاکستان میں گزشتہ ہفتے پاکستانی فوجی اور انٹیلیجنس سربراہ کے ساتھ ملاقات میں پاکستان میں سی آئی اے ایجنٹس کی گرفتاری پر اعتراض کیا ہے۔
پاکستان کے مختلف شہروں میں موجود ’امریکی انسانی اثاثوں‘ کے خلاف بڑے پیمانے پر کریک ڈاؤن دو مئی کو ایبٹ آباد میں امریکی فوجی آپریشن کے فوراً بعد شروع ہوا۔
فوجی حکام کے مطابق اس آپریشن میں کئی افراد کے خلاف مختلف نوعیت کی کارروائی کی گئی ہے۔
بریگیڈیئر عظمت علی نے بتایا کہ القاعدہ کے سربراہ اسامہ بن لادن کے کمپاؤنڈ کے حوالے سے کئی افراد کو حراست میں لیا گیا ہے جن میں اس مکان کا ٹھیکیدار اور دودھ دینے والا گوالا بھی شامل ہے۔
قومی سلامتی کے معاملات سے متعلق ایک اہم فوجی افسر نے بی بی سی کو بتایا کہ اسامہ بن لادن کے خلاف امریکی کارروائی سے متعلق گرفتاریوں میں دو قسم کے لوگ شامل ہیں۔ ایک وہ گروہ ہے جس نے امریکی ہیلی کاپٹروں کی ایبٹ آباد کی فضا میں ظاہر ہونے کے فوراً بعد اسامہ کے مکان کے اندر روشنی کا گولہ پھینکا تھا۔
دوسرے گروہ میں وہ لوگ شامل ہیں جنہوں نے پاکستانی سرحد کے اندر ان ہیلی کاپٹرز کو ایندھن فراہم کرنے میں مدد فراہم کی تھی۔
پاکستان میں موجود ’امریکی اثاثے‘ ان افراد کو قرار دیا جا رہا ہے جو پاکستانی حکومت کے علم کے بغیر ملک میں امریکہ کے لیے جاسوسی یا ان کے خفیہ آپریشنز کے لیے ’لاجسٹک‘ مدد فراہم کرتے ہیں۔
بعض اہم عسکری ذرائع کے مطابق ان امریکی اثاثوں کو پاکستانی حکام مختلف کیٹیگریز میں تقسیم کر کے ان کے خلاف کارروائی میں مصروف ہیں۔
ان میں سے پہلی کیٹگری امریکی سی آئی اے کے امریکی اہلکاروں کی ہے۔ ملک بھر میں پھیلے ان اہلکاروں کی نشاندہی کرنے کے بعد ملک چھوڑنے کی مہلت دی جا رہی ہے۔
ذرائع کے مطابق پچھلے ایک ماہ میں ایک درجن سے زیادہ امریکی سی آئی اے ایجنٹس پاکستان چھوڑ کر جا چکے ہیں۔ ان میں وہ چار امریکی شہری بھی شامل ہیں جنہیں پشاور میں ایک گاڑی میں پولیس نے کئی گھنٹے روکے رکھا تھا۔
ذرائع کا کہنا ہے کہ راہ چلتے امریکی ایجنٹس کو روکنے کا یہ پہلا واقعہ نہیں ہے۔ ملک کے بعض دیگر شہروں میں یہ واقعات ہوئے ہیں جن کے بعد روکے جانے والے افراد پہلی فرصت میں ملک سے باہر جانے پر مجبور ہوئے۔
امریکی ایجنٹس کی دوسری کیٹیگری جن کے خلاف کارروائی کی جا رہی ہے، پاکستانی سرکاری اداروں اور سکیورٹی فورسز میں شامل افراد کی ہے۔ ذرائع دعویٰ کرتے ہیں کہ اس کیٹگری میں بھی متعدد افراد زیر تفتیش ہیں۔ ان میں فوج اور آئی ایس آئی کے علاوہ قبائلی علاقوں میں تعینات بعض نیم فوجی اور سویلین حکام بھی شامل ہیں۔ ان میں سے بعض افراد کے کورٹ مارشل کی تیاری بھی کی جا رہی ہے۔
البتہ اس کیٹگری کے خلاف کارروائی کی سرکاری سطح پر باضابطہ تصدیق نہیں ہو سکی ہے۔
امریکی اثاثوں کی تیسری کیٹگری عام پاکستانی شہری ہیں۔ ان لوگوں میں سے بعض کے خلاف پرتشدد کارروائیوں کی بھی اطلاعات ہیں۔ یہ عام شہری ملک کے مختلف شہری علاقوں میں موجود ہیں اور مبینہ طور پر سی آئی اے کے لیے جاسوسی کا کام کرتے رہے ہیں۔
ذرائع نے بی بی سی کو بتایا ’ان میں سے بعض نوجوان با اثر خاندانوں سے تعلق رکھتے ہیں اور بعض بیرون ملک سے تعلیم مکمل کر کے واپس آئے ہیں۔ جرم کی سنگینی کے حساب سے ان کے ساتھ ڈیل کیا جا رہا ہے۔ کسی کو تنبیہ کر کے چھوڑ دیا گیا ہے اور بعض کو چھوٹے موٹے جرائم کے الزامات کے تحت گرفتار بھی کیا گیا ہے۔‘

پاکستان کو امریکی دفاعی امداد پر پابندی عائد
امریکی ایوانِ نمائندگان نے دفاعی اخراجات کے بل کی منظوری دی ہے جس کے تحت اس مد میں پاکستان کو دی جانے والی امداد پر پابندیاں عائد کی گئی ہیں۔
اس بل میں یہ بھی کہا گیا ہے کہ ایک مخصوص گروپ بنایا جائے گا جو امریکہ کا مستقبل میں افغانستان میں کردار کا بھی جائزہ لے گا۔
کلِک پانچ ہزار سینتیس ارب روپے کا نقصان
کلِک پاکستان کے ساتھ امریکہ کے وعدے زیادہ، امداد کم
مالی سال دو ہزار گیارہ کے لیے کمیٹی نے دفاعی ادارے پینٹاگون کے لیے پانچ سو تیس ارب جبکہ، افغان جنگ کے لیے ایک سو انیس ارب ڈالر کے اخراجات کی منظوری دی جو صدر اوباما کی طرف سے بھیجے گئے مجموعی بِل میں سے نو ارب ڈالر کم ہیں۔
اِس بِل کے تحت، پاکستان کے لیے منظور کی گئی ایک اعشاریہ ایک ارب ڈالر کی امداد کا پچھتر فیصد حصہ اس وقت تک جاری نہیں کیا جائے گا جب تک صدر اوبامہ کی انتظامیہ کمیٹی کو یہ رپورٹ نہیں دے گی کہ پاکستان کو دی گئی امداد کہاں خرچ ہو گی۔
اِس بِل کے تحت، پاکستان کے لیے منظور کی گئی ایک اعشاریہ ایک ارب ڈالر کی امداد کا پچھتر فیصد حصہ اس وقت تک جاری نہیں کیا جائے گا جب تک صدر اوبامہ کی انتظامیہ کمیٹی کو یہ رپورٹ نہیں دے گی کہ پاکستان کو دی گئی امداد کہاں خرچ ہو گی۔
لیکن منگل کو امریکی ایوانِ نمائندگان کی کمیٹی برائے دفاعی اخراجات نے جیف فلیک کی جانب سے تجویز کی گئی ترمیم بھی منظور کی۔ اس ترمیم کے تحت امریکی کانگریس اوباما انتظامیہ کی جانب سے پیش کی گئی رپورٹ کا تیس روز میں جائزہ لے گی اور پھر فیصلہ کیا جائے گا کہ آیا یہ امداد جاری کی جائے یا نہیں۔
امریکی خبر رساں ایجنسی اے پی کے مطابق کمیٹی نے اپنے رکن فرینک وولف کی طرف سے خصوصی افغانستان پاکستان مطالعہ گروپ تشکیل دینے کی ترمیم بھی منظور کی۔ یہ دو فریقی افغانستان کے مسئلے کا آزدانہ جائزہ لے گا اور امریکی مفادات کا تعین کرے گا۔
کمیٹی کے رکن نورم ڈک نے کہا کہ اوباما انتظامیہ کو افغانستان سے امریکی فوجی انخلاء کو تیز کرنا چاہیے۔ انہوں نے کہا سوال یہ ہے کہ انتظامیہ امریکی عوام کی مدد کرنا چاہتی ہے یا دیگر ممالک کی تعمیرِ نو۔

WASHINGTON: Pakistan’s arrest of several people who provided information to the CIA before the US raid that killed Osama bin Laden is a reflection of the harsh realities of today’s world, Defence Secretary Robert Gates told senators Wednesday.
While Gates did not directly confirm the reports, his comments were the first public acknowledgement by US officials of the Pakistan arrests –the latest flare up between the US and Islamabad since the May 2 operation that took US troops deep into the country to get bin Laden.

Gates responded that based on his 27 years at the CIA and more than four as Pentagon chief, ”most governments lie to each other. That’s the way business gets done.”
”Do they also arrest the people that help us, when they say they’re allies?” Leahy pressed.
”Sometimes,” replied Gates, adding, ”and sometimes they send people to spy on us, and they’re our close allies. That’s the real world that we deal with. ”
The sharp exchange came during an otherwise friendly Senate Defence appropriations subcommittee hearing, where members lauded Gates and Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, for their service during difficult times of war.
Mullen told senators that the US is struggling to rebuild its badly broken relationship with Pakistan. But the arrests have driven another wedge between the two countries, angering Congress which controls the purse strings for the billions of dollars in aid Islamabad receives.
A Western official in Pakistan has confirmed that five Pakistanis were arrested by Pakistan’s top intelligence service.
The group of detained Pakistanis included the owner of a safe house rented to the CIA to observe bin Laden’s compound in Abbottabad, a US official said.
The owner was detained along with a ”handful” of other Pakistanis, said the official. The Western officials spoke on condition of anonymity to discuss sensitive intelligence matters.
While Gates did not directly confirm the reports, his comments were the first public acknowledgement by US officials of the Pakistan arrests –the latest flare up between the US and Islamabad since the May 2 operation that took US troops deep into the country to get bin Laden.

Are you seriously giving your country a clean chit? Just as Pakistanis blame these informants in the OBL raid as traitors and that they has the option of working with local agencies....similarly, Pakistan during the Soviet era had the option of refusing help to Americans....
So the onus is upon you for driving an axe through your own foot..
You like spies all over hindustan without the authority of indian govt and military not being informed by govt of that organization to hunt down elements?
May be you didn't go through all those threads created in military and history sections that blame goes along with US upon that elements of administration of Pakistan of that time. I want you to go back in the history and even though blame is on US for the creation of monsters, russians too are to be blame infact the starts with russians for attacking invading a sovereign nation.

ISLAMABAD (Agencies) – The Pakistan Army said that several people have been arrested across the country for feeding CIA and investigation in this regard is under way. However, the Army denied Wednesday that one of its majors was among the arrested who Western officials say were arrested helping US before the American raid that killed Osama bin Laden.
The New York Times, which first reported the arrests of five Pakistani informants, said an army major was detained who copied licence plates of cars visiting the Al-Qaeda chief’s compound in Pakistan in the weeks before the raid. But Pakistan Army spokesman Maj-Gen Athar Abbas denied an army major was arrested, saying the report was ‘false and totally baseless’.
Monitoring Desk adds: “No Pakistani soldier is under arrest, but we are interrogating several people whom we suspect of having been working for American intelligence services,” Inter Services Public Relations spokesman Brigadier Azmat Abbas told the BBC.
He said that among those arrested were people ‘captured during a raid at a house located close to the Bin Laden compound’. “We suspect them of having been working for CIA,” he added. “Others being interrogated include people who used to visit the compound.”
Brig Abbas said that two categories of people were among those arrested - those who threw flares into the Bin Laden compound to guide approaching US helicopters and those who helped the helicopters refuel within Pakistani territory.
In the wake of Bin Laden’s death many American agents have been forced to leave Pakistan, while Pakistani officials and civilians suspected of helping the CIA may soon appear in court. According to BBC, dozens of people have been arrested and released by the security agencies since the death of the Al-Qaeda leader - and at least five of them have not yet been released. Pakistani authorities appear to be making every effort to unearth CIA informants.
Soon after the killing on May 2, witnesses told the BBC that two brothers - both cousins of Bin Laden’s courier - were picked up from their village in Shangla district. A member of the security forces was also picked up from the Ilyasi Masjid area near the Bin Laden compound in Abbottabad, according to witnesses. It is not known whether he belonged to the intelligence wing of the police or the army. He remains unaccounted for to date.
The contractor who built the Bin Laden compound, Noor Mohammad alias Gul Madah, a property dealer identified by witnesses as Kaleem, Bin Laden’s neighbour Shamrez and his father Zain Mohammad were arrested in the weeks following the killing.

No country should be allowed to have private intelligence networks and thecooperation should be official and at a government level. Pakistan needs to be secured from traitors who worked for CIA and the trators who gave refuge to OBL.
OBL definately had support of couriers, servants, home builders, real estate guys, etc and they all need to be hunted and arrested.

Sir,
I don't know your age group and what you do----so I would try to explain a little bit----the al qaeda and people with similiar mindset had considered using planes on the tall buildings for a while---actually that was an in thing with the terrorists during the 90's---. Ramzi Yousuf the original twin tower bomber---after his escape was involved in planning plane strikes on tall buildings---.
So, if you missed the 90's and that info---it is not my mistake---the problem was that the supervisors in those two major agencies didnot want to accept that it could happen---even though the staff at junior level had all the information leading to the in-evitable plane strikes.

Why don't we discuss the deceit of the american general staff officers who let Osama escape from afghanistan----here was Bush bragging about taking out the murderer of 3000 innocent men and women and when the moment came to take him out----actually the help never arrivedd for the 48 hours it took for the peace deal to evaporate and the american special forces officer---captain rank---kept begging his command to send help---send air strikes---drop land mines throughout the pass----do something---there were barely any american troops to take on the killer---the reason for the murder of a million muslims in afg and million and a half muslims in iraq---what was it colonel----what did it feel like to let him go---and then you turn around and kill two and half million innocent muslim on trumped up charges.
You know the reason osama's compound was under surveillance for a year----the U S wanted to see how many pakistani generals staff officers are involved in this case----.
If the americans were truthful about the issue----they would have struck immediately and taken out Osama---right then and there---americans were deceitful right from gitgo---like they always have been when it came to Osama and taking himout---.
