Mostly because Iraq can not afford sending any troops or weapons, they just do not have enough for themselves for now. So it is logical to postpone their participation till they become able again.

Yes, but Iraq is a special case, it is in a civil war, so how can they join even if they have wanted. They will eventually join in. .

Wake up buddy, there are Shia in every Muslim country, be it Arab or not. Iraq will join in once its mess is sorted out, if for no other reason that it is a prominent Arab state regardless of religious sectarianism.

There are but in Iraq and Syria the govt and regimes are being supported by the mix of local shia malitias and elements of Hezb and IRGs. We are both here, Iraq will never join the coalition unless ISIS exists in Iraq. And not only Iraq but also US needs these militias on the ground -something which Iran is already try to exploit by disengaging the militias-

And yes ISIS wont go away unless a coordinated and massive air and land campaign is not launched against ISIS. Only then Arab leagues can get Iraq marginally out of the orbit of Tehran.

when were you when Armani were marching toward Baku !? if I remember correctly , our IRGC and our volunteer people were the one who save them and in response , those Azeris said "Iran helped Armania and we are thankful to turkey " ... just like Bosnian , Hamas , Sudan and etc ...
