Currently, Cook has to do whatever he can to keep production moving and if he has to pay a few more bribes to greedy CPC members, he will do it. I, too, thinks it is a good idea for Apple to move at least some of its iPhone production out of China, and the reality is that Tim Cook saw that need during the COVID global shutdown. The thing is China's supply chain is necessary but not indispensable. If the US government national security threats focused foreign policy carries on then Apple will have no choice than to derisk from China and move many of its products manufacturing outside China since the risk will not match the return on investment anymore. This is what they have been doing encouraged by US government. Its not something Apple wanted but they have no choice or say over US foreign policy.

Yeah, Apple will be fine dont worry their products are popular and regarded highly around the globe, even in China. Their customers are the most die hard fans when it comes to brand value recognition and devotion. No other phone company has been able to build such a loyal fan base and a dedicated and large ecosystem(Ios, macbook, apple music store etc) which links all your accounts together with your apple IDs . In short apple customers very rarely leave Apple once they buy an apple product. Same can't be said about other phone brands like Huawei, Samsung, Motorola, OPPO etc etc. Whose customers leave the brand with the drop of a hat. LolGood luck to Apple!
