The problem isn't that the culture teaches to rely on men, because no matter how "independent" a woman becomes she will still need a man, and vice versa. If this wasn't the case we would be A-sexual.The criminals trap the poorer families. They say (lie, really) that the groom is Christian, and is living well off so the poorer families who become trapped think that their daughter will have a better life, and they themselves will also get money. They buy into the greed.
Obvious solution is first making an example out of the culprits, both Pakistani and the Chinese, and promoting education and promoting a cultural change. In a society where the social stigma is that women must rely on men for all their needs, this kind of greed will take place. Just look at how arranged marriages happen; priority is the salary of the groom, the car he owns, the house, and the kind of job he has. My two cents.
