Mumbai has always had a slums issue since the british raj, but then nearly all slums have dish antennas and TVs inside, huge number also have ACs. Its more like the ultra-expensive real estate prices in Mumbai that are responsible for this mess since its an island that can't be expanded.

Other than that slums are being cleared and rehabilitation of the dwellers is being done.

No, Karl Marx in one part of his life, I think in Britain, had to depend on his rich friend, Friedrich Engels, with whom he wrote The Communist Manifesto that was first published in February 1848. However, Che Guevara was a rich person but he abandoned it all for the good of the world, in service of the oppressed and the innocent. Also rich I think was Carlos ( The Jackal ).

Some may even be purchased but their main life remains a struggle. In Bombay in 2022, more than 2500 people lost their life trying to commute by train and more than 2100 were injured. Mukesh Ambani can easily call a helicopter if he gets bored of all his 168 luxury cars.

And a few years ago I realized why some poor people in India used to stone or hit cars in the night. They had the anger of having a socio-economic hard life, struggling to arrange food for their family, while these middle class people would have spent lot more on just their car than these poor people would have spent on food in their entire life.
