Differentiate in the sense, US 'propaganda' vs China's statement...both mean the same!

The two statements are nothing alike - Pakistan accepts that it has terrorists operating from its soil, and it is trying to address the problem.

US propaganda in the media paints Pakistan's military and intelligence as deliberately complicit in terrorism and terrorist attacks, whereas the Chinese statement merely states the same thing Pakistan has accepted.
