Since when learning from others' failed policies has become racist?

China is a civilization state, built on the same cultural belief, not by blood like those small nation states like Japan or Germany.

There is nothing racist for a civilization that has continued for several years to learn from others' lesson as to keep our unique civilzation stronger and more prosperous than ever.

The purpose is for the good of our own people, as opposed to spreading hatred and wars around the world like what those recently (recent centuries) fabricated powers have been doing.

Bro, our situation is really not good till so far. Our Gini coefficient is very high in east area and Engel's Coefficient is very high in west area. In this case, people don't want to migrat to west area, east area become more and more crowded. Even a hundred million of Chinese the rich tour to foreign countrys, they don't want to tour in west China. How the west develop? How the western parts attract talented persons, if there is only advertise, it won't be workable.

In this case, people don't want to migrat to west area, east area become more and more crowded. Even a hundred million of Chinese the rich tour to foreign countrys, they don't want to tour in west China. How the west develop? 2.The characteristic of urban-rural dual economic structure in China. see Premiere Li's paper of doctor degree.

3.Industry transfer and relocation. see the middle and west provinces's reports of outcome.

4.social insurance policy includes all farmers and argricultral subsidy to farmers/village/argriculture. The 1st file of the state concil is about farmers/village/argriculture(三农) almost every year.

5.The gap between east and west is and will gradually filled, this is also a long procedure. Same to the gap, the differences of economic effectiveness do exist.

Think above issues over will help you to figure out something, further more Mr. Gini and Engel's models do not thoroughly fit for China. I have to recall all my macroeconomics knowledge to answer your question, but these can answer your questions.

BTW, let me fix some of your points. The west do exist some hot tour places. see Xizang, Xinjiang(many places), Gansu and Ningxia, and yes Sichuan belong to the west China, it's tourist‘s heaven. Maybe you just don't know, try to travel around our country, good place in the world.

The number of tourists to Western China is way bigger than the number of overseas journeys.
Lijiang alone has 2000+ guesthouses.
I have been traveling in Western China way more times than in Eastern China.
From my own observation, all the well established tourist sites in the West are super crowded, such as Jade Dragon, Jiuzhaigou, Kanas, Everest Base Camp, Namtso Lake, Huangguoshu Waterfall, Yading Reserve, Lugu Lake......I probably need more lines to list places I have been to.

The question is, their attraction is simply tooooooo big for Chinese tourists. Infra is extremely insufficient. Such as the railway from Lijiang to Kunming, the number of guesthouses within Yading Reserve, and so on, exceedingly limits the number of tourists. Don't mention the overpriced plane tickets.....Wuhan-Lijiang, 2000 yuan, wtf?! The cost of a trip in the West doubled by the limitation of infra makes it quite unaffordable for ordinary Chinese tourists from the lower class who generally find it cheaper to travel to Thailand. That's why we must crazily invest on local infra projects, without any hesitation.

Heard of Tengchong? I have been to Yunnan Province for 4 times, but never been there, simply because of the terrible road to Tengchong. Now, I can firmly predict, Tengchong will witness a new tourist boom just like what has been happening in Dali and Lijiang after 2 HSRs open late this year linking this southwest Province to the rest of the country.
