India is a poor country, and therefore they have rather limited funds. If the DRDO or HAL does not make project sound ambitious enough they won't get the money. Also the Indian military likes to match itself against China and present a superpower military status, so they place too high of a requirement on weapons, which is also why the projects have top specifications.
Their projects tend to fall behind because they set the goals too high, and their military becomes impatient and buys foreign weapon so they can have the "qualitative" edge over China, further drains the fund and impede their indigenous effort. It is basically a vicious cycle.
Yes this is the same DRDO which made Anti -Missile System in place and posed to make ICBM and it same Indian company who are making its own Aircraft carrier , Design own stealth ships , pity poor country develop Anti-Missile system which was domain of poor.
So it's consistent with the typical Indian projects, big announcement for money, then nothing...
Yes thats why they came up with Anti-Missile system .....
No offense but first try to finish Tejas first and then go along with AMCA maybe? When Indians rush, this is how failed military projects are done...

Technology developed/Developing will be deployed in Next Plane immediately and then testing is required ....only.
In Tejas is delaying because technologies is being build.
