Why do you insist he is not arresting when every newspaper from UK, Pakistan and International Media reported the police claim of having him arrested? Similar thing has been said in the letter if you read logically.

If a person in the prison is not feeling well, he is taken to the hospital for treatment. It doesn't mean he is detained at that time. If Altaf Hussain explained he is not well, he may have been taken to the hospital (that is unlikely as the police did not claim such thing so far). But in either case arrest is an arrest for as long as he is under the police custody.
