Same as how India's biggest trade deficit is owed to China every year.

We are the ones getting the money. Not the other way around.

US Military troops wont be operating out of India, LEMOA is quite clear on that. LEMOA just streamlines payment and bureaucratic norms where in US fleets can get fuel and replenishment when passing through Indian Ports. There is no basing agreement or bases to speak of. Even China acknowledges and welcomes this.
