It is the Libyan government who called for help and the Libyan government was at the table in the Tunis conference, when Algeria and Egypt agreed to create a coalition to shore up the Libyan governmental forces and eliminate the radical militia that are not only destroying Libya, but are bothersome to Algeria, Tunisia and Egypt. Tunisia particularly because of the Ghanouchi government that used Islamists to impose his new order.
