The problem is in the number of the years to fill up the dam:

The dam needs to drain the water through to Egypt in order to generate electricity for Ethiopia.. so that's OK..

But Ethiopia wants to fill the dam in 3 years, and this greatly harms Egypt and almost destroys its agriculture..

Egypt wants the dam to be filled in at least 7 years, so that the damage will be light..
