Turkey Issues RFI For Unmanned Aircraft System

The Turkish Undersecretariat for Defence Industries (SSM) has requested for information from various defense suppliers to procure MALE or HALE category Armed Unmanned Aircraft System (UAS) for the nation's Air Force on April 28.
The Request for Information (RFI) is issued by SSM within the scope of Armed UAS Project in order to gather general information on potential suppliers of the Armed UAS in the market and have an idea of availability of the required Armed UAS.
The RFI is also issued for investigating and clarifying the system and sub-system based technical details and requirements and to define logistics support requirements for the system as a part of the Request for Proposal (RFP) preparation effort.
The RFI will be received until 11th May 2015 by both foreign or domestic companies.
Representation document that includes representation extent and the authorized personnel’s identity information shall be submitted to SSM by the authorized personnel to receive the RFI.

Due to the increase in the terror threats in the region of Turkey, Turkish National Police reviewed the UAV systems requirements.5 Male Class “Anka” UAV systems(15 Anka) and 5 Tactical Class “ Baykar Tactical” UAV systems(15 Baykar) are ordered from Undersecretary for Defence Industries by Turkish National Police Forces.The First phase of the procurement, 2 “Anka” UAV systems and 2 “ Baykar Tactical” UAV systems are expected to be delivered to Turkish National Police inventory.The First “Tactical Baykar” UAV System to be in service in the first quarter of 2016 The first “ Anka” System is aimed to be in inventory of Turkish National Police in the first quarter of 2017.

SSM, 21 Ağustos’ta, Emniyet Genel Müdürlüğünün insansız hava aracı tedariki ile ilgili bir açıklama yaptı. Açıklama şöyle:

“Emniyet Genel Müdürlüğü tarafından son dönemde artan terör olayları sebebiyle icra edilen güvenlik uygulamaları kapsamında kullanılmak üzere, havadan gözetleme ve koordinasyon desteği sağlamak dâhil çeşitli maksatlarla operatif sınıf ve taktik sınıfı İnsansız Hava Aracı (İHA) sistemlerine ihtiyaç duyulduğu belirtilmiştir.

Bu kapsamda, Müsteşarlığımızca yürütülen Özgün TİHA (MALE) Geliştirme Projesi ve Taktik İHA (Pist) Geliştirme Projesi kapsamında kazanılan kabiliyetlerin de kullanılması suretiyle, operatif sınıf 15 adet ANKA İHA ile görev sistemlerinden oluşan 5 sistemin TUSAŞ Türk Havacılık ve Uzay Sanayii A.Ş.den ve taktik sınıf 15 adet Bayraktar İHA ile görev sistemlerinden oluşan 5 sistemin Baykar Makina A.Ş.den tedarikine yönelik çalışmalar, Emniyet Genel Müdürlüğü personelinin katılımıyla Müsteşarlığımız bünyesinde başlatılmıştır.

Acil ihtiyaç kapsamında ilk aşamada 2 set (6 adet) “ANKA” insansız hava sistemi ile 2 set (6adet) adet “Taktik Baykar” insansız hava aracının en acil şekilde alımı öngörülürken, tedarik edilmesi planlanan opsiyonel kalan üç sistemin ise yıllara sâri olarak Emniyet Genel Müdürlüğüne teslim edilmesi planlanmaktadır.

İhtiyaçlar ile ilgili teknik detaylar üreticiler ile en kısa sürede paylaşılmak üzere hazırlanmaktadır. Emniyet Genel Müdürlüğü sistemlerin kullanımına ilişkin ihtiyaç duyulacak her türlü eğitimin alınması için üreticilerden davet bekleyeceklerini belirtmiştir.”
