ISLAMABAD: Iranian President Mahmoud Ahmadinejad is scheduled to visit Pakistan next week to sign Inter-Governmental Cooperation Agreement (IGCA), an accord that will pave the way for Iran to extend financial and technical assistance for laying Pakistan’s portion of the gas pipeline between the two countries, officials say.
Under the assistance programme, the Iranian government will provide a loan of $250m for Pakistan and another $250m will be arranged through Iranian commercial banks for engineering, procurement and construction works on the gas pipeline.
Pakistan is scrambling to secure funds for the pipeline project amid fierce US opposition in the wake of sanctions imposed on Iran for its alleged nuclear programme.
Before the arrival of Ahmadinejad, Iranian Vice President Ali Saeedlou was due to visit Pakistan from November 5 to 9 along with a high-level delegation to finalise a draft of cooperation agreement. However, due to a hand injury, the vice president postponed the trip.
“An Iranian team was scheduled to come early this week, but it has not arrived so far,” a source said. “Pakistan government has sent a reminder to the Iranian energy ministry, asking it to send a team of experts to finalise the draft of cooperation agreement so that the two countries could sign it during Ahmadinejad’s visit,” he said.
Though the government had issued a tender for engineering, procurement and construction (EPC) contract for laying the pipeline in Pakistani territory, now an arrangement has been finalised with Iran, which will provide technical and financial help for the project.
Targeted to be completed by December 2014, the pipeline will bring 750m cubic feet of gas per day (mmcfd), which can be increased to one billion cubic feet of gas per day.
The government of Balochistan wants 250 mmcfd for the Gwadar Port, which will prompt the central government to seek an increase in supply from Iran to meet the province’s requirements, sources say.
Besides Iranian financing of $500m, the Government of Pakistan will raise funds through the Gas Infrastructure Development Cess (GIDC), a kind of tax being charged from domestic gas consumers. The government expects to receive Rs30bn from the consumers on this account in the current financial year.
Under a proposed plan, Pakistani and Iranian companies will form a joint venture to lay the pipeline. Sources say the cost of the project will come down if local companies participate in construction of the pipeline from the Iranian border. The Iranian side will also provide material support for the pipeline.
German-based firm ILF has already completed detailed engineering design of the project and according to the interim feasibility report, the cost of the project will be in the range of $1.2 to $1.5bn.

Next year governments of both countries will be changed, lets hope new govt. of Iran can do better at economic and diplomatic front and can reduce western pressure and in Pakistan i pray we get govt. with clear vision and consistent policies.

I hope that the present economic sanction with Iran is resolved soon and India.Pak relation to improve so that India can join this pipeline project....

It's the cheapest way for fuel supply in energy-hungry India and Pakistan,but unfortunately U.S put pressure on India not to participate in it.

All our countries would benefit the most from it,I do hope that India joins this project too and it leads to easing the tensions between India and Pakistan.

Pakistan will run afoul of sanctions on Iran if that is attempted. It would be interesting to see how it can be managed, if at all. It should be clear soon enough, I suppose.

There are no official prohibitions for any gas/oil projects, however most countries bend over to US and co demands.

Pakistani leaders should be ashamed that they have hoarded so much of the nations wealth that now they cannot even get any projects under way on time. The building of this pipeline should have already been halfway done by now. :disagree:

I am with you too...I think slowly Pakistan is also realizing about the unequal relationship with west and Pakistan is near future will free up itself to take some decisions on its own....Once India and Pakistan improve their relationship, and i can see that it is happening now itslef, the strong and stable South Asia will definitely help Iran economically and politically too...
And in case IPI pipeline materialize then soon we can extend it to BD and further SE Asia further..

Iran doesnt even have to transfer $500 mln. to Pakistan, they can simply export oil for x amount, Pakistan pays to the local Iranian account in Pakistan, which then funds the project. Same tactic is used between Iran-India.

Americans want us to buy gas from Tajikistan which will come through Afghanistan, which means paying warlords, having to listen to that moron sitting in Kabul. TAPI should be put on hold and IP should go ahead. Buying directly from Iran means less red tape and a step towards better relations.

Americans have signed a civil nuclear cooperation deal with India, but not with Pakistan. Then they want us to ditch much cheaper and feasible IP pipeline for TAPI so that they and Karzai can control our energy supply. Pakistan should give the construction contract to Russia, let Putin deal with the Yanks.

What "should" happen does not necessarily mean it will, as right as it might appear.

Laanat on managers of Pakistan economy. Because of their mismanagement, Pakistan cant even get $500 million of its own for such an important project.

Pakistan should ask for financial deposit from any Foreign Dignitary who says they will visit Pakistan on this and this date..

Two Examples..
Putin or Russia..
Hasina of Bangladesh..

Both said they will visits and then canceled at the last minute.....
Its costs money to make arrangements for a Foreign head of nations visit,and if they cancel at the last moment,all losses are suffered by Pakistan...
