Not sure if it will happen or about this timing prediction but the logic of the argument is that Russia has many peoples, ethnicities and imposed territories within its borders, especially its outlying regions.

Now that Russia has been perceived as too distracted or too weak to, for instance, come to the aid of its treaty ally Armenia, others are considering that the Russian jackboot is not what it used to be. Russia, even if weakened, is likely to fight for the likes of Vladivostok much harder than say Chechnya.
