There has been many reports even by us forces regarding this bacha bazi of afg and its essentially part of Afghan tradition to do such dreadful deed and its not new but rather historical of this nation. The clip is actually part of an old full documentary where this heinous crime is explained. In the video it's mentioned that though us and/or allied (I don't remember correctly) know this practice but they don't take action on it and just rub it under the carpet.
