I am still looking for proof from a neutral source, haven't found any.

Most claims are exaggerated and sensationalized, something we also observed directly in American propaganda warfare leading to invasions of Afghanistan and Iraq, sanctions against Iran, Turkey, Pakistan, and the attempted/completed coups and regime changes in Venezuela, Brazil, Bolivia, Guatemala, Turkey. Egypt, Sudan, and Hungary.

What is a neutral source according to you ?

I remember IK spoke abt this initially but since the Chinese gave him a cold shoulder, he acts like the problem does not exist

There is absolutely nothing wrong with the following text from the article.
Mr. Xi called for an all-out “struggle against terrorism, infiltration and separatism” using the “organs of dictatorship,” and showing “absolutely no mercy.”

The title however intentionally mislead the statement as that which is targeting the Muslims instead of terrorism, infiltration and separatism in the original text. A common tactic serve to fool those who doesn't actually read the content rather than just the title.
